EXECUTIVE SUMMARY
The recommendations set out below will enable the Council to adopt its 2017/18 Operational Plan,
Budget and Organisational Structure. The recommendations have been structured to allow
Council to adopt separate resolutions as required.

RECOMMENDATIONS

1.                       Operational Plan
                         “That Council, pursuant to section 174 of the Local Government Regulation, adopt for the
                         2017/18 financial year its annual Operational Plan 2017/18, provided as Attachment 1.”


2.                       2017/18 Budget
                         “That Council:
                         1.   Adopt the Financial Sustainability Policy, which is provided as Attachment 2.

                         2.   Pursuant to section 191 of the Local Government Regulation, adopt for the 2017/18
                              financial year the Investment of Surplus Funds Policy, which is provided as
                              Attachment 3.

                         3.   Pursuant to section 192 of the Local Government Regulation, adopt for the 2017/18
                              financial year the Debt Policy, which is provided as Attachment 4.

                         4.   Pursuant to section 198 of the Local Government Regulation, adopt the Procurement
                              Policy, which is provided as Attachment 5.
