                                                                                                         Town Planning Report
                          28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive

The proposed development involves the clearing of 7.5ha of vegetation to facilitate the proposed expansion.
The proposed development does not therefore comply with Probable Solution S23.1 of the Noosaville Locality
Code and an Alternative Solution is proposed in this instance.
Specific Outcome O23 of the Noosaville Locality Code states:
        O23 An integrated open space network is established throughout the locality and—
                a) allows for both passive and active recreational pursuits;
                b) provides safe and convenient connectivity for pedestrians and cyclists to neighbourhood
                centres, community services and other key destinations such as public open space, the Noosa
                River and Wallace Estate;
                c) provides habitat connectivity for wildlife;
                d) protects watercourses and drainage lines in the lowlands; and
                e) forms a scenic backdrop for the locality’s residential neighbourhoods.
The proposed development achieves compliance with Specific Outcome O23.
The proposed development provides a range of opportunities for active and passive recreation. The new Civic
Plaza at the northern end of the expansion area includes a feature play / art space, planted arbour area, open
grassed community zone, artwork elements, seating areas and open informal vegetated zones for community
use and enjoyment.
Pedestrian connectivity is promoted and enhanced by the development through the provision of key malls
within the expansion and connections to the existing centre, key facilities such as the public transport stop and
the existing internal and external road network. The pedestrian link through Covenant J is a key component of
this expanded network. The proposed development also provides opportunities for the development of future
pedestrian connections through retained open space and to future development within the vicinity of the
expansion, including Precinct E6.
The proposed development, as noted in Appendix F, appropriately manages its impact on the natural
environment through a range of mitigation measures and maintains habitat connectivity through the retention
of Covenant J. Habitat connectivity is further provided through the revision of the Hofmann Drive crossing of
Covenant J with a bridge structure, improving wildlife movement opportunities. Covenant J also protects an
important drainage line in the vicinity of the proposal and the structure, floristics, habitat and ecological
processes within Covenant J (outside the pedestrian link) will remain in natural condition.
The proposed development retains existing vegetation around the perimeter of the development area, up to 8
metres in depth, to screen the proposed development within the site and more broadly from any vantage points
external to the site. Whilst vegetation clearing is necessary to facilitate the proposed development, the
proposal does not affect the ability of vegetation on the site from providing a scenic backdrop for development
beyond the site.
The proposed development therefore achieves compliance with Specific Outcome O23 of the Noosaville
Locality Code.

7.8           Transport and Traffic Impacts
Cardno has undertaken a Traffic Impact Assessment of the proposed development and its impacts on the road
network.
Refer to Appendix D - Traffic Impact Assessment of this report for further details.

7.8.1         Car Parking Supply
Cardno has undertaken an assessment of existing car parking demand, with reference to a car parking survey
of the existing Noosa Civic car park being carried out by TTM, in order to determine the likely demand for car
parking spaces created by the proposed expansion.
