The proposed setback arrangements do not alter the proposal’s ability to provide sufficient car parking and
landscaping. Sufficient car parking is provided at grade and in the undercroft level (refer to Appendix D –
Traffic Impact Assessment for further detail) while extensive on-site landscaping, through the retention of
existing vegetation and new plantings, is provided throughout the development area. Additional landscaping
within the setback area that would be otherwise required is unnecessary with the retention of vegetation within
Covenant J.
The proposed setbacks do not alter the proposal’s ability to provide a varied design, with a high quality urban
form proposed which incorporates projections, recesses and lightweight elements to reduce apparent building
bulk. Landscaping is also used extensively to further soften the built form and provide an additional source of
variation.
As noted in Appendix E and Appendix F, the proposed development does not prevent the continuation of
natural processes and retention of waterway values, through the appropriate management of stormwater runoff
and the incorporation of a range of environmental mitigation measures.
The proposed setback arrangements also do not alter the expansion’s ability to effectively mitigate the risk of
bushfire to the development. A Bushfire Assessment Report prepared for the proposal (refer to Appendix H)
identifies that the provided setback of between three and eight metres to the eastern edge of Covenant J will
not create an unacceptable level of risk to human health or property due to the small size and isolated nature
of the retained Covenant J area, which limits its bushfire originating potential. The assessment notes that the
western edge of the proposal comprises a basement carpark (partly open-sided) and blank fire-proof wall and
that in the event of a bushfire, access would be available from all directions to allow for fire suppression to
occur. The report also notes that ongoing maintenance of retained on-site vegetation and the design of
buildings in compliance with the AS3959-2009 Construction of buildings in bushfire prone areas will also assist
in reducing bushfire risk.
The proposed development therefore achieves compliance with Specific Outcome O9 of the Noosaville
Locality Code and Specific Outcome O1 of the Building Works Code.
