Town Planning Report
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
trips to other centres as a consequence of the proposed development will be reduced by between
83,000 and 333,000 trips annually. The economic, social and environmental benefits to the community
as a direct result of reduced distances travelled by car and time spent on the road has been calculated
to be $5.46 million (low range) and $21.84 million (high range). The benefits include fuel savings,
vehicle maintenance savings, health and environmental benefits from reduced vehicle emissions,
improved road safety and reduced wear and tear on roads;
the proposed development supports Council’s hierarchy of centres by providing an appropriate level
of additional retail and commercial services within the SBC, in an effort to promote its standing as the
highest-order centre within the Noosa Shire and as a Major Regional Activity Centre (MRAC) under
South East Queensland Regional Plan 2009 – 2031 (SEQRP 2009);
the proposed development serves as a catalyst for future development of the SBC creating the critical
mass necessary for the centre to become a true multi-functional employment node, whilst protecting
the medium- and long-term needs of the SBC by concentrating employment and support business
services in the centre;
the proposed development improves connections within and external to the site, including completing
the internal loop road, introducing a new entrance to the site off the southern roundabout on Walter
Hay Drive and providing a clear and legible pedestrian connection between the existing centre and
the expansion and through to SBC Precinct E6. Wildlife movement through Covenant J to Eenie Creek
is also improved by replacing a low lying flooded culvert;
the proposed development improves public amenity on site though a landscaped arbour along the
northern façade of the existing Noosa Civic, a landscaped Civic Plaza for a wide range of community
activities, vegetated and compartmentalised at-grade car parking nodes and relocated loading and
servicing areas.
Accordingly, we recommend that this development application be considered favourably by Council and the
relevant concurrence agencies, and be approved, subject to lawful conditions.
