EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Manager Waste and Environmental Health to the Services &
Organisation Committee Meeting dated 10 October, 2017 and:
A. Agree to a variation in the Waste Management Contract with Cleanaway to include the
provision and servicing of an 1,100 litre cardboard recycling bin; and
B. Amend the Schedule of Commercial Charges to include a charge of $8.50 per week
excluding GST per collection for a 1,100 litre cardboard recycling bin.
REPORT
1. Background
Council’s waste management contract 1516T043 provides for the contractor (Cleanaway) to
provide a cardboard only recycling service to 3 cubic metre and 4.5 cubic metre bins and
transport this waste to Coolum for resale on the commodity market. This process provides
Council with a revenue stream for the material, instead of paying a disposal tonnage fee to VISY
recycling to separate and recover the cardboard at the Bli Bli material recovery facility (MRF).
It was never envisaged that 1,100 litre cardboard only recycling bins would be popular or
required as they were considered too small for bulky cardboard. However, in attempting to
provide the 3 and 4.5 cubic metre cardboard service with a front loading collection vehicle it has
been discovered that access to some premises cannot be achieved with the large front loading
vehicle (as the large bulk bins do not have wheels and remain in a static location requiring the
collection vehicle to drive up to the bin for servicing).
The smaller rear loading truck does have the ability to access 1,100 litre cardboard recycling bins
(which have wheels and are manoeuvrable), allowing a service to be provided to remove
cardboard where the larger 3 and 4.5 cubic metre bins are inaccessible.
2. Cleanaway Proposal for 1,100 litre cardboard service
Cleanaway have approached Council with a proposal to service 1,100 litre cardboard bins as a
variation to the new waste contract and have provided a new price to add to the schedule under
the waste collection contract. The price is the same as the 1,100 comingled recycling bin service.
Staff support this initiative and variation to the contract.
