SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 OCTOBER 2018

Government, community and private sector organisations to deliver facilities that meet the sports’
specifications and relevant planning scheme requirements across the Region.

6.    Proposed Community Consultation
It is proposed to undertake community and stakeholder consultation regarding the Plan across all
three Councils at the same time beginning 29 October and concluding 23 November 2019.
Consultation will be encouraged through:
    Media releases and social media;
 Online discussion and feedback through Your Say Noosa portal (or other Council online
      platforms);
    Targeted sports consultation.

Previous Council Consideration
Ordinary Meeting Minutes, 19 October 2017, Item 6, Page 7
That Council note the report by the Community Development Manager to the Services &
Organisation Committee Meeting dated 10 October 2017 and
A. Approve the “Noosa Sport and Active Recreation Plan 2018” provided at Attachment 1 to
      the report;
B. Request the Chief Executive Officer to develop a prioritised 2018/19 implementation plan
      for consideration in the 2018/19 budget process

Finance
The Department of National Parks, Sport and Racing funded the Plan’s development by way of a
$75,000 Sport and Recreation Planning Program grant. The three Councils have also contributed
financially. Noosa Council’s contribution was $6,500.
Once the final Plan has been adopted, the implementation of any new initiatives contained within
the Plan will need to be considered within Council’s annual budget process and priorities both
now and into the future.

Risks & Opportunities
Planning and provision of facilities for Difficult to Locate Sports (those that are generally noisy or
have other impacts or safety requirements making them hard to locate) is a challenge for local
governments and for the sports themselves, especially in rapidly growing and changing regions.
In recognition of the challenges involved in locating, developing and managing facilities for
difficult to locate sports, the three Councils have agreed on a collaborative approach that aims to
share the overall planning and investment priorities for the four specific sports. The
recommendations rely strongly on collaboration between the three Councils, the State
government and with the sports involved.
External funding, partnerships and strategic alliances with government agencies, businesses,
community groups and individuals will also be sought to achieve the goals identified in the
Regional Difficult to Locate Sports Facilities Plan.

Consultation
External Consultation - Community & Stakeholder
Extensive external consultation has taken place as part of the development of the draft Plan
including ongoing reference groups, broad public consultation through various means and
targeted consultation with organisations. Please refer to the Methodology section of the Plan for
further details.
