SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 OCTOBER 2018
State Government Rebates # Properties Amount
General Rates & Charges 4,375 $429,465
State Emergency Management Levy 4,375 $75,186
3. Payment Preferences and Arrangements to Pay
BPay continues to be the most popular payment options by far, accounting for 62% of all money
received, followed by over the counter payments (including cheques mailed into Council) at 10%.
Payments at Australia Post offices account for a further 8%, with online payments and direct
debit at 7% each, and automated phone payments representing 6%.
There are currently 499 properties that have made an arrangement to pay their current rates in
accordance with section 2.5.2 of the Revenue Statement, representing $284,869 of the
outstanding rates and charges.
4. Electronic Rate Notice Delivery
Council continues to encourage residents to register for electronic delivery of their rate notice,
either by e-mail direct to their private email address or delivery to their online banking platform
via BpayView. At the conclusion of the levy we had 683 properties registered for BpayView and
7,695 properties registered for email delivery, which means that we have just over 26% of all rate
notices now sent electronically. Ongoing efforts are being made to continue to encourage
electronic rate notice delivery.

Finance
There are currently no properties where the outstanding rates and charges are close to the
rateable value of the land, consequently there is no risk of any rates and charges being written
off as bad debts at this time.
Risks & Opportunities
Net rates and charges represent 70% of Council’s total operating revenue. The issuing and
collection of rates revenue is critical in ensuring cash flows are available to fund Council
operations.
