MRTS51 Environmental management
MRTS 51 Environmental Management (https://www.tmr.qld.gov.au/business-industry/Technical-
standards-publications/Specifications/3-Roadworks-Drainage-Culverts-and-Geotechnical#MRTS51)
includes requirements for the implementation of management, monitoring and reporting activities associated
with environmental elements, including water quality, noise and vibration, air quality, contaminated land,
hazardous chemicals and spill management procedures, flora and fauna (incorporating the Species
Management Programs), pest and weed management, air quality/dust, waste and cultural heritage. These
aspects will be addressed in the construction contractor's Construction Environmental Management Plan
(CEMP) and will be adapted to ensure that they are site specific to the proposed action and prescriptive,
including responsibilities and accountabilities.
MRTS52 Erosion and sediment control
MRTS 52 Erosion and Sediment Control (https://www.tmr.qld.gov.au/business-industry/Technical-
standards-publications/Specifications/3-Roadworks-Drainage-Culverts-and-Geotechnical#MRTS52)
includes contractor requirements for the engagement of a Certified Professional in Erosion and Sediment
Control (CPESC) to develop, implement and monitor/adapt site specific erosion and sediment control plan/s
(ESCP) in accordance with the International Erosion Control Association (IECA) Best Practice Erosion and
Sediment Control Manual (2008). The proposed action will have a site specific ESCP.
3.2.1.5 MRTS16: Landscape and Revegetation Works
MRTS16: Landscape and Revegetation Works (https://www.tmr.qld.gov.au/business-industry/Technical-
standards-publications/Specifications/3-Roadworks-Drainage-Culverts-and-Geotechnical#MRTS16)
applies to the construction of landscape and revegetation treatments in road works. This Technical
Specification provides a standardised approach to ensure that landscape and revegetation treatments are of
sufficient standard and quality to minimise impacts to the surrounding landscape. Site rehabilitation will be
undertaken in accordance with MRTS16.
3.2.2 General mitigation measures
The proposed action will be subject to compliance with TMR's Technical Specifications mentioned above. In
addition, the following general mitigation measures will be applied to the proposed action and incorporated
into the site specific CEMP:
Design to avoid clearing of native species and vegetation wherever possible and the contractor to adhere
to contractual limits of clearing and minimise disturbance areas within the limits of clearing where
practicable. This includes clearly delineating important features (e.g. TEC boundary) to prevent
unnecessary vegetation clearing
Temporary flagging and/or barrier to be delineated on construction drawings and installed along physical
clearing boundaries to clearly identify no-go areas and reduce access to stream bank vegetation
Contractor to comply with MRTS51 biosecurity measures, including obtaining biosecurity certificates
certifying that all imported topsoil and mulches are free of restricted biosecurity matters and ensuring
construction plant and vehicles undergo a documented cleaned prior to commencement
Contractor to undertake weekly weed survey along the boundary of the TEC to reduce risk of weed
encroachment. Biosecurity matters will be treated where present
Avoidance of direct impact to Six Mile Creek (i.e. construction of bridge, including piers remaining outside
of the existing creek system)
Landscape and rehabilitation works to be undertaken as soon as practical to stabilise exposed work
areas, in accordance with TMR’s Specification MRTS16
