4 Summary and conclusion
The proposed action contains the following MNES values: Lowland Rainforest of Subtropical Australia TEC,
and habitat for the Koala, Grey-headed flying-fox, Rufous fantail, Giant barred frog, Mary River cod and the
Australian lungfish.
Using the hierarchy of avoidance, minimise and mitigation, impacts to the Mary River cod and the Australian
lungfish will be minimised through avoidance (i.e. remaining outside of the existing Six Mile Creek channel).
Habitat for the Koala, Grey-headed flying-fox, Rufous fantail and Giant barred frog will be removed by the
proposed action. However, the magnitude of these impacts, in consideration of the relatively small area of
disturbance, the localised nature of potential impacts, the nature of disturbance, the proposed mitigation
measures, and in consideration of Significant impact guidelines 1.1, the proposed action is not likely to result
in a significant impact to these species. However, notwithstanding the absence of a significant impact, it is
proposed that offsets under the Queensland Environmental Offset Policy will be provided for the Koala. The
provision of this offset will also benefit the Grey-headed flying-fox whose habitat is co-located with the Koala
within the area encompassed by the proposed action.
Approximately 0.173 ha of the Lowland Rainforest of Subtropical Australia TEC is proposed to be removed
as part of the proposed action. In consideration of Significant impact guidelines 1.1, the proposed action will
result in reduction to the extent of an ecological community. As per the Significant impact guidelines 1.1, this
reduction in extent is likely to result in a significant impact to the Lowland Rainforest of Subtropical Australia
TEC. Notwithstanding this impact, it is proposed that a 0.9 ha area of direct offset be provided to mitigate this
potential impact. Provision of this offset would also provide habitat for the Giant barred frog and the Rufous
fantail which are associated with the Lowland Rainforest of Subtropical Australia TEC. The provision of an
offset of this magnitude aligns with the EPBC Act Environmental Offsets Policy.
A range of mitigation measures, both general and MNES specific are proposed to reduce the magnitude of
impacts associated with the proposed action. This includes mitigation measures to reduce the magnitude of
direct impacts (e.g. provisions of offsets) and indirect impacts (i.e. rehabilitation, erosion and sedimentation
control, High Risk SMP). Combined, these measures will effectively reduce the severity of impacts to
acceptable levels.
It is therefore concluded, in consideration of the nature of impacts, proposed mitigation and the type of
disturbance, that the proposed action IS NOT a controlled action.
