It is evident that the locality is characterised by a range of commercial, retail, industrial, entertainment
land uses. The proposed land uses are considered suitable and complement the nearby and
surrounding development.
It is considered that mixed uses can occur in a variety of settings when carefully managed through
scale, hours of operation and mitigation measures generally recognised as odour, noise, air quality or
servicing / waste management concerns.
As noted in response to sub-item 2 above, there appears no distinct or apparent reason that the
nature, design and operation of the Noosa Marketplace either as individual tenancies, or collectively,
are at a scale that impacts cannot be managed through normal conditions of approval.
We reiterate that the proposed scale and mix of uses meets intent of 0148 of the Noosaville Locality
Code and is consistent with Division 16, Section 11.7.2.(a) parts i, ii and iii of the Noosaville Locality
Code Overall Outcomes.
The development is not expected to generate significant impacts such as noise, odour, dust, or waste
on the surrounding area or have an adverse impact on the established natural covenant environment
areas.
Information Required:
      5. Identify at a minimum the intended anchor tenancies (large format retail). At present, the
application material requests to consider approval of a large quantity of generic large format
retail uses. Identifying the anchor tenants would help focus need, demand and impact
considerations. In this regard, please provide a revised EIA (or addendum) with these
         considerations.
Response to sub-item 5:
As detailed in the addendum to the Economic Impact Assessment (Appendix D), floor space demand
can be established without naming tenants for the proposed retail showroom uses. The proposal
seeks to create a brand around Noosa Marketplace that will satisfy unmet demand.

The applicant recognises the importance of creating a seamless approach and unparallel customer
experience to deliver a true mixed-use precinct - office, retail, light industrial and lifestyle uses.
The proposed Noosa Marketplace caters for additional demand from a growing population seeking
convenient comparison shopping, integrated with places of work and play. The proposal maximizes its
locational advantage to deliver a development that is contiguous and consistent with its immediate
neighbouring premises.

The economic analysis includes a detailed supply and demand analysis for large format retail and
non-retail showroom floorspace and an assessment of demand retained within the total trade area and
demand by visitors to the region and beyond the main trade area. The findings of the floor space
supply and demand is based on the 137,740 persons residing in the Noosa total trade area and there
is a benchmark of 1m2 per resident, equating to 137,740m2 of large format retail floorspace required.

The retention rates flow into and out of the total trade area including Maroochydore and Kawana under
three of the following sectors:

• Primary sector: representing 50% of the central location of the site and existing facilities within
      Noosaville.
