Information Required:
7. Provide a revised EIA which includes a typical market share assessment for sales and
impacts with reference to the discussion above.
Response to sub-item 7:
A further study on the market share for sales and impact assessment has been provided in the
Memorandum prepared by Location IQ in Appendix D. The methodology used in this analysis
includes several factors including refurbishment/ improvements to existing centres, expansions to
existing centres, loyalty programs of existing retailers and existing centre mix and how it competes
with the proposed development. This methodology is considered well established and is generally
consistent with the methodology used across retail industry in assessing competitive industry
competing centres/ precincts.
The economic impact assessment of 10% or less is within the normal competitive range. Three impact
areas have been identified as follows:
• Noosaville: this area is projected to be impacted by $14.8 million (9%) the largest impact in
comparison to all three areas
• Other Total Trade Area: the Gympie region is estimated to be impacted by $4.5 million or 3.5%.
The other regions including Yandina, Coolum Beach and Peregian Springs / Beach are estimated
to be impacted by less than $1.5 million (or less than 5%);
• Beyond Total Trade Area: This area is comprising new traders into the region and would not
provide direct replication of any existing tenant or facility. Approximately $8 million of the total
sales is projected to be generated by Noosa Marketplace as a result of the retention of the
spending redirected to facilities from beyond the total trade area.
It is concluded that the proposed development would serve to strengthen the Noosa locality as retail
and showroom destinations and would not impact on the existing major facilities such as the Noosa
Civic and Sunshine Plaza. The proposed development of Noosa Marketplace does not threaten the
existing businesses within the Noosa business centre and maintains the centre hierarchies of interest.
8. Please demonstrate a need for the proposed standalone food and beverage use with a floor
area proportional to the worker / customers serving the development.
Response to sub-item 8:
See response to Issue 1, sub-item 3 which provides additional context and justification on these
matters.
ISSUE 3: LAYOUT AND BUILT FORM
Layout
Submitted narrative suggests ‘The Marketplace’ offers opportunities for start-ups and incubator
tenants in a co-operative space anchored by larger spaces, showrooms and some curated cottage
industries and other commercial activities.
