Response to sub-item 39:
In connection with aesthetic concerns and proposed landscaping within the car parking areas, and as
noted in response to Issue 8 Issue 38 the detention systems on site have been reviewed. The
changes are reflected in a revised stormwater management strategy – Refer to:

• Appendix G – Infrastructure Services Report by Cardno

• Appendix H – Integrated Water Management Plan by Cardno
In turn these have required various changes affecting the hydrological conditions and which are
addressed further in the specific issues raised by Council and as responded to below in the following
issues and specific sub-items:

• Issue 10 – Hydrology – sub-items 40 & 41

• Issue 11 – Flood modelling – sub-item 42

• Issue 12 – Local flood impacts – sub-item 43

• Issue 13 – Extreme flood impacts – sub-item 44
In regards the specifics parts of sub-item 39, the following additional information is provided:
In terms of part (a) on water reuse demand, the Planning Scheme appears to have conflicting goals.
Council’s preference is stated in sub-item 39 as ‘low-water-usage native plants’ however we note that
probable solution S2.1 of the Water Sensitive Design Code states:
S2.1 Captured water is plumbed to be available for all external uses including gardening,
irrigation, ponds and outdoor cleaning. (emphasis added).
Therefore, justification for annual reuse demands are not considered to be of concern for a
development application and is more an operational matter that can be addressed through compliance
with the requirements of the Building Code of Australia and/or National Construction Code (NCC).
NCC volume 1 applies to Class 2 to 9 buildings and structures.
The NCC allows for a choice of deemed-to-satisfy solutions or flexibility to develop performance
solutions based on existing or new innovative buildings, plumbing and drainage products, systems and
designs. Therefore, any rainwater harvesting and use practices are considered holistically together
with other building sustainability requirements.
The applicant contends that the inclusion of rainwater tanks meets probable solution S2.1, thus further
justification against Specific Outcome O3 of the Water Sensitive Design Code is not necessary.
As matters raised in sub-item 39c below, Section 6 of the Integrated Water Management Plan
(Appendix H) has provided an updated MUSIC model including water reuse. This has been revised to
only use rainwater tanks for non-potable uses with water reuse rates calculated from sewer demands
assuming 600 L/day/ET.
Generally, we contend that on-site reuse can be addressed further in detailed design and form part of
any subsequent building approval process.
In relation to part (b), Specific Outcome O7 of the Water Sensitive Design Code states:
Use of natural treatments and systems
