GENERAL COMMITTEE MEETING MINUTES 14 JUNE 2021

Area (Figure 5). There is good opportunity to enhance the ecosystem diversity and condition to
improve the habitat for these species. The preclear RE for remnants at the rear of the property is
mapped as RE 12.3.14 (vulnerable) and the species observed suggest this site, could be rehabilitated
to achieve an ecosystem akin to that described as RE 12.3.14a (Attachment 2). This RE is known to
provide habitat for the threatened plant species Eucalyptus conglomerata. This ecosystem is also
known to provide suitable habitat for koalas (Phascolarctos cinereus). The presence of very old seed
trees to the rear of the wetland on this property, together with the existing successional regrowth
suggests low-cost rehabilitation methods (targeted revegetation, stock exclusion and environmental
weed management) are likely to offer a high potential for widening the large remnant tract to the
   rear of the allotment.
The potential for subdivision and an additional residence/ household at the front of the allotment is
highly unlikely to create any significant impact on the current low conservation values within the
mapped riparian buffer area. In contrast requiring rehabilitation as part of a condition of approval
could lead to significant improvement in conservation values.

Figure 5: State Koala Mapping in the Locality

   Planning Grounds — Riparian Buffer
The current Riparian Buffer mapping in the Noosa Plan 20230 Overlay is wider than that which pre-
existed in the 2006 scheme. My view is the extent of while the buffer may be appropriate for a high-
ecological value wetland or a 3" or 4" order stream, the site is neither of these. It is suggested that
the development can be conditioned to achieve the key Performance Outcomes in the Code as
   outlined below (my underlining).
   POS
Development is designed and operated to maintain and enhance connectivity between and across
ecologically important areas and connecting habitat and support unimpeded and safe movement of
   terrestrial and aquatic fauna.
