that the applicant proposes the building be voluntarily constructed to satisfy the BAL that would
be assigned to the building to further reduce the level of risk acting on the building and the
occupants therein. Based on the SPP compliant modelling undertaken herein the building
would therefore likely have to be built to satisfy BAL 12.5 - BAL 19 noting the modelling used
adopts a Flame Temperature of 1200K and AS3959 only requires the use of 1090K, which
would reduce the width of the BAL contours acting on the site. A specific BAL assessment
should be conducted once the footprint of the building has been approved.
