Bushfire Hazard Assessment & Management Plan v2 NCES REF: J000542
Lot 9 on RP225312 — 100 Cooyar Street, Noosa Heads

2 Site Description

2.1 General

The site is zoned as Community Facilities within the Noosa Plan 2020 and covers approximately 2.5
ha in the southern extent of the Noosa Heads area. The site currently supports Ozcare Noosa Heads
Aged Care Facility.

In general, the facility occupies the majority of the site hosting numerous buildings, carpark,
courtyards, and maintenance shed with only scattered mature trees present. Native bushland is
present within the northern and western site extents.

The site is bordered by Noosa National Park to the north and east, while residential and community
allotments are present to the southwest and west.

A cleared fire break is present to the immediate northeast and southeast of the site contained within
NSC land (refer BF01 & Section 5.4). Ozcare has entered into an Infrastructure Agreement with NSC
which enables Ozcare to maintain the firebreak in perpetuity at their expense (refer Appendix 3).

Plate 2 depicts the site’s position in the landscape and the extent of existing development.

2.2 Topography

The slope of the land is a major determinant of fire behaviour, particularly the slope of the land
under vegetation that contributes to bushfire hazard. Fire burns faster as it travels up slope, via
preheating of unburnt fuels ahead of the fire, increasing the rateof spread and fireline intensity.

Conversely, fires move more slowly as they travel downslope. Fireline intensity (kW/m) is a function
of the rate of spread (QFES 2019).

The site is located on relatively flat terrain with a slight slope toward the northern and eastern
boundaries between 1-3 degrees.
