Fire Safety Strategy – Bushfire Fire Spread Prevention
100 Cooyar Street, Noosa Heads QLD 4567

EXECUTIVE SUMMARY
This document prepared for Ozcare is a preliminary Fire Safety Strategy report analysing the risk of bushfire spread
to and from the Residential Aged Care Facility (RACF) component of the existing Ozcare Noosa Development located
at 100 Cooyar Street, Noosa Heads.
The scope of works to which this Fire Safety Strategy Report is applicable involves the redevelopment of the existing
2 storey RACF facility.
Volume 1 of BCA 2019 only requires Class 2, 3 and 10a buildings to comply with AS 3959.
As a result of the site redevelopment, the Noosa Planning Scheme has required that a bushfire hazard assessment is
prepared with this scope of works carried out by North Coast Environmental Services. Being a BCA Class 9c building,
the building is considered as a vulnerable residential building type in terms of its occupancy. This fire safety strategy
report is provided through adopting the principles of best practice and due diligence.
As such considering the locality of the scope of works involving the redevelopment of the existing building, further
fire engineering analysis of the site has been carried out to determine the potential for fire spread to occur to the
building during a bushfire with building fire safety strategy requirements to be implemented in order to prevent fire
spread via a bushfire. Egress and fire brigade intervention issues have also been considered to ensure that these
required fire safety measures have been suitably considered for the development.
This report outlines the potential for bushfire to spread from the adjacent vegetation to the RACF and the risk of fire
from spreading to the bushland via a fire event originating within the RACF. Further, the report provides a summary
of recommendations to ensure these scenarios do not occur, such that bushfire spread via the RACF would not be
expected to occur.
A list of recommendations are provided in Section 3 for consideration.
