EXECUTIVE SUMMARY
Council has received an application from Queensland Venue Co Pty Ltd for a minor change to an
existing development approval (MCU23/0090.02 and DBW23/0073.02) for the Royal Mail Hotel at
118 Poinciana Avenue and 26 Diyan Street, Tewantin. The proposed changes include the addition
of a 78m² outdoor play area within the northern beer garden, amendments to noise conditions and
operational parameters, and removal of conditions relating to end-of-trip facilities and gaming
machine limits. The revised application, submitted in September 2025, includes updated acoustic
modelling and amended plans that demonstrate compliance with noise criteria and maintain
acceptable amenity levels for surrounding residential areas. Council’s external acoustic consultant
supports the changes, subject to updated conditions including acoustic barriers and noise limiting
systems.

The application has been assessed against the relevant provisions of the superseded Noosa Plan
2020 and the current Noosa Plan 2020. The proposed changes are considered to meet the criteria
for a minor change under the Planning Act 2016 and do not result in substantially different
development. While the request to delete the condition limiting gaming machines is supported due
to regulation by the Office of Liquor and Gaming Regulation, the request to remove end-of-trip
facilities is not supported as it conflicts with planning scheme performance outcomes encouraging
active transport. The proposed minor change is recommended for approval with amendments to
conditions and retention of key requirements to manage impacts.
