EXECUTIVE SUMMARY
The 2014/15 capital program delivery review highlights the key achievements and issues that
occurred throughout the delivery of the 2014/2015 capital projects. The report provides an
overview of some recently completed projects as well as identifying projects that were not
completed within the designated timeframe.
The report also provides some “lessons learnt” and how staff will take those lessons to improve
on the activities associated with the delivery of projects into future years.
RECOMMENDATION
That Council note the report by the Asset Planning Coordinator to the Infrastructure and Services
Committee meeting dated 18 August 2015 providing a review of the project delivery activities for
the 2014/2015 Capital Works Program.
REPORT
The purpose of this report is to provide an overview of the delivery of the 2014/2015 Capital
Works Program. The report provides an opportunity to highlight and discuss projects that were
delivered within the program and also confirm the completion of projects that were delivered
throughout the 2014/2015 financial year.
1. Challenges
There were some significant challenges throughout the delivery of the 2014/15 capital program
resulting in a slower than expected start to commencing project delivery, mainly due to the need
to appoint key positions in the design and delivery teams. The 2014/15 capital program was the
first full year program for Noosa Council and whilst the intent was to complete the program as
close to 100% as possible, there were some fundamental constraints surrounding the key
elements of project delivery of resourcing, timing and funding that staff had to carefully manage.
The new staff members also needed to be brought up to speed with Council systems and
processes before they could begin delivering projects.
The program had a number of new and amended projects being delivered that needed to be
carefully planned before design and construction activities commenced. The planning phase for a
number of these projects was far greater than expected which caused delays in commencing the
design and delivery stages of projects.
Section 4
INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 18 AUGUST 2015
Federal and State grant funding opportunities throughout the 2014/15 program were limited so
wherever possible grant applications were aligned to projects to maximise external funding
opportunities. However, as a result of this, delays in the announcements of grant outcomes
caused further delays in commencing projects, an example of this being Munna Point Bridge
rehabilitation which could not commence any activities until the announcement of the grants was
made.
2. Lessons Learnt
From the challenges imposed on the project delivery team in the first full financial year of Noosa
Council there were a number of lessons learnt. These lessons have now been implemented into
the delivery framework for the 2015/16 capital program and include:
Creation of a Forward design program for “shovel ready” projects;
A reduction in the volume of design and construct projects in a single year;
Improved planning processes for projects;
Detailed resourcing and scheduling of all projects;
Improved reporting capabilities;
Project working groups;
Ensuring that key project delivery staff positions are not vacant;
Regular project reviews; and
Improving the overall project management discipline across the organisation.
As a result of the implementation of the above, the 2015/16 has already been completely
scheduled and resources allocated across the entire capital program.
3. Projects
A number of projects were delivered throughout the year and some of these include:
Multiple – Bus Stop Shelter Upgrades
Noosaville – Wallace Park Pathways
Noosaville – Gibson Road – Road Safety improvements
Tewantin – Cooroy Noosa Road Stage 1
Tewantin – Primary School safety improvements
Noosaville – Primary School safety improvements

INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 18 AUGUST 2015
As previously reported, throughout 2014/15, there are some major projects that will continue on
into the 2015/16 capital program. These projects have significant budget amounts totalling $3.8m
and impact on the overall project delivery and completion results. These projects include:
Noosaville Munna Point Bridge Stage 2 $1.4m
Pomona Rifle Street Flood Mitigation $1.4m
Whole of Shire Pavement reseal and rehab $1.0m
Planning and design works continue with these projects and they are proposed to be completed
within the 2016/16 financial year. The pavement reseal and rehabilitation project was primarily
delayed due to further condition data and pavement design requirements before works could
commence.
4. Summary
The delivery and completion of projects for the capital program increased rapidly throughout the
last 5 months of the financial year. A total of 46 projects were completed prior to the end of the
financial year. Against a total budget of $24.4m there was a spend of $14.8m in actuals plus
$1.8m commitments (these include unpaid invoices and works in progress) to reach a 68%
spend against the budget.
However, if the Munna Point Bridge - $1.4m, Pavement Reseal and rehabilitation program -
$1m, Rifle Street flood mitigation - $1.4m and the Emergent Works Allocation of $700k are taken
into account, this reduces the final budget allocation by $4.5m to $19.9m. This adjustment
indicates that a true reflection of what was delivered against the program was 83% including
actuals and commitments.
The continual improvement of capital delivery activities for the 2015/16 program will see great
improvement in the forecasting of projects to achieve the deliverables of the capital program.

EXECUTIVE SUMMARY
In order to deliver an effective and efficient capital program, it is important to have “shovel ready”
designs prepared prior to works commencing on the ground. The benefit of this principle is that it
will result in projects not having to be planned, surveyed, designed and delivered in one financial
year. Planning, surveying and designing projects ahead of time will allow for better on-time
delivery in the following financial years, reducing overall risks to Council.
RECOMMENDATION
That Council note the report by the Acting Design Services Team Leader to the Infrastructure &
Services Committee Meeting dated 18 August 2015 and approve the proposed forward planning
project allocations for the 2015/2016 Whole of Shire Forward Planning & Design Program.
REPORT
The purpose of this report is to provide information to Council of the proposed projects to be
funded from the 2015/2016 Whole of Shire Forward Planning & Design Program to enable
“shovel ready” designs to be completed ahead of time for future capital works.

EXECUTIVE SUMMARY
This report provides an update on the planning, design and preparation work to support the
invitation of tenders for the construction of Dr Pages Road. It also provides Council with
information regarding an identified problem of artificially elevated flood levels apparently caused
by unapproved earthwork embankments constructed along Kin Kin Creek in private property.
RECOMMENDATION
That Council note the report by the Acting Design Services Team Leader to the Infrastructure &
Services Committee Meeting dated 18 August 2015 providing an update on the progress of the
planning and design for the upgrade of the unsealed section of Dr Pages Road and Kinmond
Creek Road.
REPORT
The purpose of this report is to provide an update on the progress of planning and design for the
upgrade of the unsealed section of Dr Pages Road and Kinmond Creek Road.
1. Background
Council has allocated $4,700,000 for construction and design checking in its 2015/16 budget for
this project.
The detailed design is being prepared in-house with assistance from specialist consultants where
required.
2. Standard and Objectives of Design
The draft design is being prepared to achieve the following:
Upgrade the "missing link" on Dr Pages Road and Kinmond Creek Road to 8.5m wide two
lane sealed standard, with a local rural collector road feel
Upgrade road levels and drainage facilities to meet a 5 or 10 year ARI recurrence interval
(hydraulic modelling is underway)
Achieve a design speed environment of 60-80 kph. The posted speed limit will be 80 kph
and curves will have consistent advisory signs of 60 kph to suit the geometry achievable
within the existing road reserve
Provide for 8.5m total roadway width which includes shoulder allowances for cyclists
Ensure that flood water flows surcharging over the road are managed to meet relevant
safety standards and to ensure appropriate erosion protection is provided for the road
Page 12 of 22
Section 13
INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 18 AUGUST 2015
Retain vegetation outside of the road footprint where safe and also endeavour to retain
significant trees where possible
Ensure afflux (raised flood levels upstream of the new road and culverts) is within
reasonable limits for the properties affected
3. Investigations in Progress
The following investigations are being carried out concurrently as part of the planning and design
process:
Flood modelling and hydraulic design of culverts
Geotechnical testing
Flora and Fauna assessment
Tree assessment
Cultural Heritage assessment
Erosion and sediment control management
Traffic forecasting
Service location and potholing
Sourcing of pavement and embankment materials
4. Issues
4.1. Optic Fibre Telstra Cable
A commercial optic fibre Telstra cable is located on the western side of Dr Pages Road, in
some locations it is within the proposed road footprint and will dictate the new road alignment
being located towards the eastern side of the road reserve to prevent major cable relocation
costs.
4.2. Sourcing of Road Pavement and Embankment Fill Materials
In order to minimise material and haulage costs and impacts of haulage trucks, arrangements are
being made to source sub-base crushed rock from Council's Ringtail Quarry as well as bulk fill
for embankment earthworks.
Options for supply of base-course crushed rock from Ringtail Quarry are also being investigated.
Top-course crushed rock will need to be sourced by the construction contractor from other
sources.
4.3. Artificially Elevated Flood Levels Due to an Existing unapproved Embankment in
Private Property
A major problem has been found concerning flood levels predicted by modelling towards
the north western end of Dr Pages Road, as highlighted on attachment 1. It has been identified
that the levels are conflicting by about 1.8m with observed flood level markings and observations
of local property owners.
After considerable investigation, a possible cause has been traced to sections of earthwork
embankments resembling a levee constructed along the edge of Kin Kin Creek in Yalanga
Station.
The sections of embankment could have caused artificially elevated flood levels in other
private properties and Dr Pages Road for some time, resulting in disruption to the public using Dr
Pages Road due to prolonged and extended flooding, and extra maintenance costs to Council.
Section 14
INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 18 AUGUST 2015
This finding has required extra flood modelling to be carried out, with slight delays in the design
process.
Staff are investigating the history of this embankment and will be meeting with the property
owners to see if the problem can be resolved co-operatively.
Attachment 2 shows the typical road formation required to comply with the artificially elevated
flood levels, compared with the current draft design formation. If the road formation is designed to
comply with the artificially elevated flood levels, it is estimated that this will add around $100,000
to the cost of the construction.
5. Program and Next Steps
Design review and preparation of documentation for an invitation to tender is programmed to be
completed by the end of August 2015. Resolution of issues set out in Section 4 of this report will
also be completed to allow for public tender in September 2015 with construction programmed to
commence in October 2015.
Previous Council Consideration
Nil.
Finance & Risk
The budget allocation for this project is $4,700,000.
From the design and estimating carried out to date it appears that the project is on budget,
subject to resolution of flood levels.
This also will depend greatly on tender prices received when the project is put to open tender.
Tender conditions appear to be favourable at this time.
