1.0      INTRODUCTION

Native Foresters was commissioned by Callaghan & Toth (C&T) to conduct an assessment
of the protected environmental matters occurring within road reserve adjacent to 36 Roses
Road, Federal, with particular focus on Commonwealth and state-listed fauna and flora
species and ecological communities.

1.1      Objectives of the report

The objective of the flora and fauna assessment is to investigate and report on the
ecosystems and species occurring, or likely to occur, at the proposed project site as
required by Commonwealth and state legislation. The specific objectives are as follows:

• To provide the results of the Flora Survey undertaken in compliance with the Flora
         Survey Guidelines – Protected Plants (Nature Conservation Act 1992);
• To provide the results of the Breeding Places Assessment undertaken in compliance
         with the Species Management Program Requirements for tampering with a
         protected animal breeding place (Department of Environment and Science, 2022),
         the Nature Conservation Act 1992 and Nature Conservation (Animals) Regulation
         2020.
• To comment on the potential impacts of any proposed works on native fauna and
         flora species and their breeding habitat, and provide preliminary recommendations
         on impact mitigation.
• To provide an assessment of Significant Residual Impacts on any Matters of State
         Environmental Significance (MSES) occurring within or adjacent to the works
         footprint using the Significant Residual Impact Guideline (DEHP, 2014), and
         determine whether the ‘avoid, mitigate, offset’ obligation can be met in accordance
         with the Environmental Offsets Regulation 2014.
• To provide a preliminary self-assessment of impacts to any Matters of National
         Environmental Significance (MNES) or Threatened Ecological Communities (TEC),
         occurring within or adjacent to the works footprint, using the Significant Impact
         Guidelines v1.1 for the EPBC Act (DotE, 2009), and to determine whether the
         proposed activity will require a Referral.

1.2      Site description

The survey area covers 0.1ha and is located within road reserve adjacent to 36 Roses
Road, Federal, (Latitude -26.39105, Longitude 152.81346), as shown in Figure 1. The
proposed impact area lies within road reserve and watercourse land and is partly mapped
protected plants.

The flora survey protected plants Impact Area (IA) is 0.1ha, and the total Clearing Impact
Area (CIA) which includes suitable vegetation within a 100m buffer is 2.6ha. Refer to
Section 3.2.1 for further information on the extent of the survey area.

The survey area covers non-remnant, high value regrowth and remnant vegetation to
between the southern boundary of 36 Roses Road and Old Bruce Highway.
