Buses The applicant is advised that the proposed ‘bus stop’ shown on Site Plan – Stage 1 and Site Plan – Stage 2 prepared by Mode Design is unlikely to be supported or serviced by TransLink for an urban bus service. Accordingly, the applicant is requested to amend the proposal plan to either remove the ‘bus stop’ entirely or alternatively to show this as a setdown area for private buses such as community buses, courtesy buses and the like. Response: Amended Site Plans for both Stages 1 and 2 prepared by Mode Design are included in Attachment 1. These plans have removed the ‘bus stop’ notation and nominated the area for ‘taxis/setdown’. Refer also to item 17 of correspondence from TTM Consulting included in Attachment 2. This correspondence confirms that the use of the setdown for private buses will be infrequent and that the area can be shared with taxis. Tax is. “Site Plan – Stage 1” and “Site Plan – Stage 2” submitted with the application show a ‘taxi / drop-off zone’ outside the proposed tavern. A taxi parking area also currently exists in the Coles car parking area, however, this existing facility is not likely to be adequately located or designed for the intended PLANNING | SURVEYING | PROJECT MANAGEMENT | COURT APPEALS Brisbane Sunshine Coast North Queensland Suite 1, 14 Lever Street, Albion Qld 4010 Suite 1, Corner Surf Road & Gardak Street PO Box 266, Albion DC Qld 4010 Alexandra Headland Qld 4572 PO Box 5027, Townsville Qld 4810 p | 07 3262 1200 f | 07 3262 1499 PO Box 6380, Maroochydore BC Qld 4558 p | 07 4721 3066 f | 07 4721 3088 p | 07 5443 2844 f | 07 5443 7146 Ken Hicks & Associates Pty Ltd ACN 010 278 823 ABN 74 308 405 611 trading as KHA Development Managers

redevelopment of the site. The applicant is therefore requested to amend the Traffic Engineering Report prepared by TTM to demonstrate that adequate taxi facilities will be provided and suitably located to address the impact of the mixed use redevelopment of the site. Response: Refer to item 18 of correspondence from TTM Consulting included in Attachment 2. This correspondence confirms the suitability of the proposed taxi arrangements. Educational Use The applicant has applied for a material change of use for mixed use development that includes ‘Education –‘Education Type 3 Adult’. The submitted proposal plans and town planning report do not clarify the intended nature of this use. The applicant is therefore requested to clarify what type of Education use is proposed and its gross floor area, anticipated student population and location within in the mixed use redevelopment proposal. Response: The application proposes an option for education use to be undertaken within the upper level of commercial office building within stage 2 of the development. While the nature of this use is undetermined at this stage it is envisaged to be similar to the existing English language school in Noosa Junction. As indicated in item 19 of correspondence from TTM Consulting included in Attachment 1, the use is not expected to be significant in nature, with a conservative maximum estimated gross floor area of 500m2 and student population of no more than 200 students spread over the course of a week. Pursuant to section 278(1)(a) of the Sustainable Planning Act 2009, this response contains all of the information requested in the information request dated 12 June 2013. Accordingly, we request that DTMR now proceed with the assessment of the application. Should you have any questions with respect to the above, please do not hesitate to contact me direct. Yours faithfully KHA DEVELOPMENT MANAGERS Scott Sobey DIRECTOR

17. Buses (DTMR Item 1)
This bus stop is intended for private buses such community buses, courtesy buses and the like and is
not intended for TransLink services. This type of bus will be infrequent (likely 1-3 times per day) and
as such this set down area will be shared with taxis.
18. Taxis (DTMR Item 2)
The development plans have been updated to provide taxi facilities in front of the retail area and
further facilities in front of the tavern. The taxi area in front of the retail area is suitable for up to 2 taxis
and a private bus or 4 taxis and includes PWD provisions. The taxi area in front of the tavern is
suitable for up to 3 taxis and includes PWD provisions. These taxi areas are anticipated to provide
suitable storage for taxis based on a visual inspection of the existing taxi facilities and increased
demand related to the proposed development.
19. Educational Use (DTMR Item 3)
The education uses are envisaged to be similar in nature to the existing English language school in
Noosa Junction. This use is not expected to be significant in nature with a conservative maximum
2
estimated GFA of 500m .
The anticipated student population would be no more than 200 students however this number will be
spread over the course a week and will not all be on site at any single time. The education uses would
be located in the commercial part of the subject site adjacent to the bulk liquor store and tavern.
20. Summary
In summary, TTM have reviewed parking demands, traffic impacts and urban design of the proposed
mixed use development. Further information is supplied including parking rates used as a basis to
review shared parking demands.
