2.0 Background and Context
2.1 Subject Site
The subject site is located at 123 Eumundi – Noosa Road, Noosaville, on the north-eastern corner of the Eumundi – Noosa
Road / Walter Hay Drive Roundabout. The property description is Lot 30/SP170751.
The site is currently vacant, however a vehicular crossover exists on the Eumundi – Noosa Road approximately 15m from
the north-east site boundary (i.e. approximately 70m from the Eumundi – Noosa Road / Walter Hay Drive Roundabout).
This driveway caters for the left-in and left-out movements only, as Eumundi – Noosa Road is a median-divided road.
Figure 2.1a and Figure 2.1b below show the location of the subject site, and the site itself.
The subject site is approximately 5,018m² in area. The proposal is for the construction of a service station on the southern
portion of the site (adjacent to the Eumundi – Noosa Road / Walter Hay Drive Roundabout), on a parcel of land of
approximately 2,444m². The balance land will remain under the ownership of the Good Shepherd Lutheran College.

2.2 Local Road Network
The site has frontage to Eumundi – Noosa Road to the north-west, and Walter Hay Drive to the south-west, both of which
are under the control of Noosa Shire Council.
Eumundi – Noosa Road connects from the Bruce Highway at Eumundi, to Eumundi Road (at the Goodchap Street
roundabout) at Noosaville, just to the north of the site. It has a four-lane, two-way divided cross-section in the vicinity of
the site, and is posted at 60km/hr, with the exception of a 40km/hr school zone which extends from the Eumundi Road /
Goodchap Street roundabout to the north of the site, along the frontage of the Good Shepherd Lutheran College (in both
directions of travel).
Figure 2.2a below shows Eumundi – Noosa Road, looking south towards the Walter Hay Drive roundabout.

3.0 Proposal
The development application seeks approval for a Service Station on the subject site.
A plan of the proposal is included as Appendix A, and an extract is provided as Figure 3a below. As shown in these
plans, the proposal includes three (3) fuel bowsers and associated canopy / hardstand area, with a petrol shop of
approximately 195m² (including amenities), and refuse / service yard of approximately 56m².
Parking is proposed for 10 cars and two motorcycles (in addition to the parking area provided at the fuel bowsers), and the
layout accommodates the swept path of fuel tankers and regular delivery vehicles.
The traffic elements of the proposed site layout are discussed further in the following sections, considering the
requirements of the Driveways and Carparking Code (Division 13) in the Noosa Plan, as well as Noosa Planning Scheme
Policy 26 – Motorcycle and Motor Scooter Parking, and the relevant Australian Standards.

3.1 Vehicle Access
Access to the site is proposed via a left-in, left-out driveway on Eumundi – Noosa Road, in approximately the same
location as the existing access driveway to the site. Given the presence of roundabouts on Eumundi – Noosa Road both
north and south of the site, access to the development will be convenient from all directions.
The existing site access driveway (currently approximately 7m wide) will be widened and upgraded to accommodate the
largest vehicle anticipated to access the site (a 19m long articulated fuel tanker, as discussed in the following sections),
with appropriate splays and geometric detail in accordance with Council’s relevant Standard Drawings. The access
arrangements will encourage efficient and legible one-way (clockwise) circulation through the site.
A 2m island is proposed between the driveway entry and exit lane, to act as a refuge for pedestrians crossing the driveway
along Eumundi – Noosa Road.
It is proposed that an access easement be created, in order to preserve access to the balance land which will remain under
the ownership of the Good Shepherd Lutheran College. This will minimise the number of driveways on Eumundi – Noosa
Road, and minimise the impact of site-generated traffic upon the adjacent road network. Whilst not forming part of this
application, a high level concept plan is included in the DA drawing set (Appendix A) which indicates how the balance
land might be developed at a future date to accommodate a small industrial or retail-type use.
Overall, the site access arrangements are consistent with the existing arrangements, and are considered to be appropriate
given the nature of the use and the existing road environment.
3.2 Car Parking Provision
The Driveways and Carparking Code (Division 13) in the Noosa Plan stipulates a minimum parking rate for a service
station of 4 spaces per service bay, with a minimum of 5 spaces to be provided.
The proposed development does not include any service bays, and therefore the minimum parking requirement based upon
the application of this rate is 5 parking spaces.
As shown in the site plans included in Appendix A, a total of 10 car parking spaces are proposed on the site, including
one accessible parking space. Provision is also made for at least 18 queued vehicles in the pump filling area, as well as
two motorcycle parking bays (as required under Table 3.1 of the Noosa Planning Scheme Policy 26 – Motorcycle and
Motor Scooter Parking. The proposed level of on-site parking provision therefore exceeds the minimum requirement
stipulated in the Noosa Plan.
Notwithstanding the above, reference has been made to the parking rate stipulated in the Sunshine Coast Planning Scheme
2014, which is 1 space / 20m2 GFA (when involving sale of goods) + 2 spaces / service bay (min. 4 spaces). The
application of this parking rate to the proposed shop GFA of 195m² suggests a parking requirement of 10 parking spaces.
The proposal therefore meets this requirement.
3.3 Bicycle Parking Provision
The Driveways and Carparking Code (Division 13) in the Noosa Plan requires that secure and convenient parking space
for bicycles be provided on site in accordance with AS2890.3 Bicycle Parking Facilities and Figure 14-1 Minimum
Requirements for Bicycle Parking. However this figure in the Noosa Plan does not stipulate a bicycle parking rate for a
development of the nature of that proposed (Retail Type 5: Vehicle Uses).
The Noosa Plan suggests a bicycle parking rate for various other retail uses (Type 2: Shop & salon, Type 3: Landscape &
rural, Type 6: Hardware Store, Type 7: Garden and Lifestyle Centre) of 1 bicycle parking space per 100m2 or part thereof
of gross floor area. The application of this parking rate to the proposed building area suggests a requirement for two (2)
bicycle parking spaces, or one bicycle parking rail.
Given that there are a number of areas on the site where a bicycle parking rail could be installed, it is assumed that the
detail of the bicycle parking provisions could reasonably be dealt with as a condition of the approval, at detailed design
stage.

Traffic Report Rev B
3.4 Parking Layout and Internal Configuration
The car park layout has been designed generally in accordance with the requirements of the Driveways and Carparking
Code (Division 13) in the Noosa Plan, which references AS2890.1 – Parking Facilities Part 1: Off Street Car Parking and
AS2890.2 – Off Street Parking Part 2: Commercial Vehicles, as discussed following:
• Parking spaces are 2.7m wide, which exceeds the requirement for User Class 3A (high turnover) spaces under
AS2890.1, noting that aisle widths are a minimum of 6.6m, providing additional allowance above the minimum
width required for single manoeuvre entry and exit;
• Parking spaces are 5.4m long, which meets the requirement under AS2890.1; and
• The parking space for people with disabilities is located in convenient proximity to the entrance to the building.
The space is 2.4m wide and 5.4m long, with an adjacent shared area, in accordance with the requirements of
AS2890.6:2009.
In summary, the car park layout is efficient and legible, and designed generally in accordance with Council’s
requirements, as well as those stipulated in the relevant Australian Standards (AS2890.1, AS2890.2, and AS2890.6).
3.5 Servicing Arrangements
The site has been designed to accommodate the swept path of a 19m Articulated Vehicle for refuelling, as shown in the
plan included as Appendix B. The vehicle would enter the site via the left-in driveway on Eumundi – Noosa Road,
proceed to the appropriate area for refuelling, and then exit the site via the left-out exit driveway onto Eumundi – Noosa
Road.
The spacing of the pumps, location of the fill points, and internal configuration of the site have been designed based on the
manoeuvring requirements of this vehicle, and provision is made for a height clearance of 4.5 metres under the canopy to
accommodate the fuel tanker.
It should be noted that a fuel tanker in the refuelling position would not impede access to or egress from the site, nor
would it prevent access to four of the six refuelling positions at the bowsers, or the vast majority of parking spaces on the
site.
Swept path analysis has also been carried out for the largest rigid service vehicle anticipated to require access to the site (a
heavy rigid vehicle), with the results showing the vehicle entering the site, manoeuvring into the service bay at the end of
the building, and exiting the site in a forward gear (see Appendix C).
Overall, the servicing arrangements are considered to be efficient and legible, and adequate given the scale and nature of
the proposed development.

4.0 Traffic Impact Assessment
The Department of Main Roads’ Road Planning and Design Manual (Chapter 3), as well as the RTA Guide to Traffic
Generating Developments, suggest that service stations generate approximately 66 trips / 100m² GFA in the critical (PM)
peak hour.
The application of this rate to the proposed shop GFA of 195m² provides an estimated trip generation of 129 trips (entry
and exit), in the peak hour.
It is important to note however that service stations are primarily convenience-based land uses, for which a large
proportion of the customers are passing motorists. Given the nature and location of the proposed development, undiverted
drop in trips are expected to account for 75% of the traffic generated by the development, and only approximately 25% of
trips are expected to be new trips.
On this basis, the proposed development is predicted to generate in the order of 32 new trip ends (i.e. 16 entry movements
and 16 exit movements) coincident with the critical PM peak hour. To put this into perspective, this is equivalent to
approximately one additional trip every two minutes, on average. This level of traffic generation is low, and once
distributed onto the surrounding road network, would be within the range of typical fluctuations in traffic volumes.
Furthermore, given that access to the proposed development would be via left-in and left-out movements only, the impact
of these turning movements upon traffic on the adjacent road network would be low.
In light of the above, no material impact upon the performance of the surrounding road network is anticipated as a result
of the development. As a consequence, no external roadworks should be imposed upon this development, and any impacts
(however minor) could be mitigated by way of infrastructure charges levied against the development.
