EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Environment Officer (Rivers and Coast) to the Planning &
Environment Committee Meeting dated 6 September 2016 regarding release of the Green Paper
on fisheries management reform in Queensland and agree to make a submission to the Green
Paper as outlined in section 6 of this report.
1 PURPOSE OF REPORT
The purpose of this report is to provide Council with an overview of the Green Paper on fisheries
management reform in Queensland which has been developed by the Department of Agriculture
and Fisheries (DAF) and is open for public consultation until 30 September, 2016.
This is the next step in the State Government’s fisheries management reform process which
commenced in 2014. It represents the State’s response to the independent review of fisheries
management in Queensland conducted by MRAG Asia Pacific (to which Council made a
submission); and delivers on the State’s election commitment to review the fisheries regulatory
framework.
The Green Paper articulates the State Government’s vision for the management of wild harvest
fisheries and the proposed reforms that are required. It is a major step in development of a
strategic policy to guide the management of Queensland’s fisheries resources into the future.
Feedback received in response to the Green Paper will be used by the State to determine which
initiatives are supported by the public.
The Green Paper can be found at https://www.daf.qld.gov.au/fisheries/consultations-and-
legislation/reviews-surveys-and-consultations/green-paper-on-fisheries-management-reform-in-
queensland. A hard copy has also been provided in the Councillors’ Room.
2 WHY CHANGE IS NEEDED
The State is seeking to engage the community and industry to introduce practical and cost-
effective reform of fisheries management in Queensland to address a number of challenges with
the current management system. These challenges include:
Gaps in data and information needed to support decision-making and equitable resource
sharing arrangements.
