REPORT
1. PROPOSAL
The application seeks a development permit for a Material Change of Use for Multiple Housing –
Type 4 Conventional for 44 residential units on the site. The units are proposed within 7
freestanding buildings and include:
4 x 1 bedroom units
22 x 2 bedroom units
14 x 3 bedroom units
4 x 4 bedroom units
The buildings are concrete framed structures externally clad with a mix of FC sheeting,
weatherboard, colorbond cladding, rendered masonry and metal roofing. Architectural features
include skillion roofs, battened fc joints, aluminium screens and “picture frame” nib walls and
eaves. The skillion roofs extend over the main building elevations to provide eaves but side
elevations avoid eaves and provide window sunshades instead. Common facilities include a pool
and BBQ area adjacent to the site’s main entrance.
All buildings include 2 levels of residential units and most include a basement parking level. A
total of 80 resident car spaces and 15 visitor spaces are proposed. Building heights are
predominantly 2 storeys and 8 metres but the application seeks height relaxations for a number
of portions extending beyond those limits for the site.
Vehicle access is via a driveway off the cul-de-sac head on the site’s Resort Drive frontage, with
an internal road extending through the site to northeast and northwest corners of the lot and
extending into the neighbouring resort site, known as Precinct F on the Noosa Springs estate
masterplan. The applicant has an existing development approval for 155 dwellings over that site
and the current proposal presents as a residential extension to that site, being similar in built form
and layout.
Extensive earthworks will be required to construct retaining works, garden beds, roads and
pedestrian pathways for the development.
Extracts of the proposal plans are shown below and full plans are included as Attachment 1.
The application is before Council due to the scale of the development and a number of
assessment issues raised.
