PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 6 SEPTEMBER 2016

Figure 15 – Site Plan Extract Showing Proposed Clear Zone and Pathway Location in Southern
                                       Road Reserve

The location of the pathway concentrates the impacts on the vegetation along the forest edge,
rather than distributing the impacts throughout the road reserve. The pathway construction
activity, along with the ongoing use and maintenance requirements, is better positioned along the
edge of the forest rather than within the forest, in terms of ecosystem health and tree
management. The overall formation of the pathway will be 2m wide gravel shoulders and a 2m
wide concrete pathway.
While the development and pathway area is outside the mapped regulatory Koala Assessable
Development Area, the road reserve is mapped as containing koala habitat by the Noosa Koala
Conservation Plan. The applicant has agreed to enter into an Infrastructure Agreement to offset
the required clearing via a financial contribution. The value of $18,400 has been determined by
using the State Government’s environmental offsets calculator. The payment will be used to
implement the actions of the Noosa Koala Conservation Plan. The financial settlement is not
required by legislation but is provided to allow the construction of the pathway along the southern
boundary, which provides an additional overall 6m setback to the hazardous vegetation.
