2. BRIEF
Terms of Reference
Request by Jason Baron (Director – Black & White Projects) to provide an Arboricultural Report as per
Council conditions as detailed below.
Provide an arborist report that addresses the retention of the existing trees (suggest
addressing the relocation of existing palms also) The report must be site specific and
include recommendations for the works and methodology.
Procedure
A ground site assessment was conducted on March 11, 2021.
2.0 Site Map
Lillypilly
Alexandra
Palms
Page 18
3. FINDINGS
3.0 Site trees for protection are two young “Alexandra Palms” (Arcontophoenix aleaxandrae) and a
young “Weeping Lillypilly” (Syzygium luehmannii) both are in excellent condition.
3.1 All other vegetation will be compromised with construction plans and will require removal. There
are no trees of significance that require removal.
3.2 The calculated TPZ for the “Alexandra Palms” is approx. 2 metres and the TPZ for the “Lillypilly” is
approx. 2.5 metres. This means that no works of any kind can be undertaken within this zone
unless the Project Arborist is involved.
3.3 TPZ’s should be determined and clearly marked out prior to any tree removal or site works. ATF
fencing or similar should be set out to limit root damage of the protected tree.
Tree removals must be undertaken with care and root balls should be stump ground when close
to protected trees. Any works within TPZ’s should be supervised by the Project Arborist.
3.4 All retained trees require mulching of the TPZ’s using good quality forest mulch. Root pruning
using Air spade or a vacuum excavation process is recommended for any works within 1 metre of
TPZ’s.

5. TREE PROTECTION
TREE PROTECTION – AS4970 -2009 ‘Protection of trees on development sites’
The tree protection zone (TPZ) is the principal method of protecting trees on development sites. It is an
area set aside from disturbance from construction works, enabling sufficient parts of a tree and its
growing environment to be undisturbed, so that the tree will remain stable and viable.
Root protection zone (RPZ)
A specified area below ground and at a given distance from the trunk set aside for the protection of tree
roots to provide for the viability and stability of a tree to be retained where it is potentially subject to
damage by development.
NOTE: Establishment of these areas may include root investigation and mapping, root pruning and
installation of root barriers or other protection measures at the edge of the RPZ to prevent conflict
between roots and works.
Structural root zone (SRZ)
The area around the base of a tree required for the tree’s stability in the ground. The woody root
growth and soil cohesion in this area are necessary to hold the tree upright, so the entire profile (depth)
of the root zone is included in the structural root zone. The SRZ is nominally circular with the trunk at its
centre and is expressed by its radius in metres.
This zone considers a tree’s structural stability only, not the root zone required for a tree’s vigour and
long-term viability, which will usually be a much larger area.
Tree
Long lived woody perennial plant greater than (or usually greater than) 3 m in height with one or
relatively few main stems or trunks.
Tree protection zone (TPZ)
The combined area of the root protection zone (RPZ) and crown protection zone (CPZ) as an area set
aside for the protection of a tree.
DETERMINING THE TREE PROTECTION ZONE
Trees should be physically protected at all stages of development. The tree protection zone (TPZ) is
determined by a combination of the areas of primarily the root protection zone (RPZ) and to a lesser
extent, the crown protection zone (CPZ) considering the proposed construction methods and structures.
These zones are illustrated in Figure 1.
The determination of the tree protection zone should involve—
(a) Identifying an area of ground around the tree that should remain undisturbed (root protection zone)
and ensuring that it is feasible to maintain protective measures undisturbed around all such areas
throughout the construction period (see Clause 1.4.6); and
(b) Identifying an area around the tree crown that should remain undisturbed (crown protection zone)
and ensuring that it is feasible to maintain protective measures undisturbed around all such areas
throughout the construction period (see Clause 1.4.1).
The TPZ is plotted to include the RPZ and CPZ.
A site plan showing TPZs should be prepared.
Page 22
DETERMINING THE ROOT PROTECTION ZONE
The purpose of the RPZ is to protect the area of roots required to maintain the tree’s vigour and stability
during the development process and into the long term. The RPZ is calculated for each tree based on its
age class and vigour class. Each tree may be fenced off to form an enclosure with the tree at the centre,
or an existing structure may be utilized, being retained such as a wall or fence.
Table 2 provides the means for determining RPZ based on the age and vigour of the tree, as assessed by
the project arborist.
The minimum radius of the RPZ is determined by multiplying the DBH, in metres, by the appropriate
multiplier, given in Column 3 of Table 2.
TABLE 2
CALCULATING THE MINIMUM RPZ
(EXCEPT FOR PALMS, CYCADS AND TREE FERNS)
Tree Age Tree Vigour RPZ radius (M)
Young trees (age less than 20% of life Good Vigour 6 x DBH
expectancy in situ)
Poor Vigour 9 x DBH
Mature trees (age between 20% and Good Vigour 9 x DBH
80% of life expectancy in situ)
Poor Vigour 12 x DBH
Over mature trees (age greater than Good Vigour 12 x DBH
80% of life expectancy in
situ) Poor Vigour 15 x DBH
NOTES:
1. Radial distances are measured from the centre of the stem at ground level.
2. The RPZ distances in this table are based on a good species tolerance to site disturbance. There
are no scientific data of tree tolerances for Australian conditions.
3. No tree should have RPZ less than 2 m or greater than 15 m. The RPZ of palms and other
monocots, cycads and tree ferns must be 1 m outside the dripline edge of the crown.

This information contained in this report has been prepared on an independent basis, free of any bias and
represents the honest opinion of the consulting arborist. All data is based on visual inspection of the tree/s and
its/their location at the time of writing, unless otherwise stated, and contains opinions, advice and
recommendations based on information and data gathered from site inspections carried out by the author and
information supplied by the Client. All information received from the Client shall be deemed to be true, accurate
and up to date.
To the extent permitted by law, you agree Tree Solutions Australia Pty Ltd is not liable to you or any person or
entity for any loss of or damage caused or alleged to have been caused (including loss or damage resulting from
negligence) either directly or indirectly, by your use of the information made available in this report. In no event
will the author be liable to you for any lost revenue or profits, or for special, indirect, consequential or incidental
damage (however caused and regardless of the theory of liability) arising out of or related to your use of that
information, even if the author has been advised of the possibility of such a loss or damage.
This report is subject to copyright laws and no part may be reproduced or used without the written permission of
Tree Solutions Australia Pty Ltd nor will any responsibility be accepted for unauthorised or partial use of this
report.
Unless otherwise stated this report cannot be used within a court of law or any legal situation without the prior
consent of Tree Solutions Australia Pty Ltd. The author shall not be required to give testimony or to attend court
by reason of this report unless subsequent contractual arrangements have been made.
The information contained in this report refers only to the trees that were inspected as per request and reflects
the condition of the trees at the time of the inspection. There is no warranty or guarantee, expressed or implied,
that the problems or deficiencies of the plants or property in question may not arise in the future. Likewise,
remedial treatments cannot be guaranteed.
Arboriculturalists cannot detect every condition that could possibly lead to the structural failure of a tree. Trees
are living organisms that fail in ways we do not fully understand. Conditions are often hidden within trees and
below ground.
This report does not take into consideration the possibility of extreme weather or other events over which Tree
Solutions Australia Pty Ltd has no control.
Treatment, pruning and removal of trees may involve considerations beyond the scope of the Arboriculturalists
services, such as property boundaries and ownership, disputes between neighbours, sight lines, landlord-tenant
matters and other related issues. Such issues cannot be taken into account unless complete and accurate
information is given nor can any responsibility be accepted for the authorization or non-authorization of any
recommended treatment or remedial measure.
Arboriculturalists are tree specialists who use their education, knowledge, training and experience to examine
trees, recommend measures to enhance the beauty and health of trees and attempt to reduce the risk of living
near trees. Safety, the trees survival requirements and wildlife habitat needs are criteria considered. Trees can be
managed, but they cannot be controlled. To live or work near a tree involves some degree of risk. The only way to
eliminate all risks associated with a tree is to eliminate the tree.
