PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 9 DECEMBER 2014
A number of Council strategies are being progressed in response. They include planning
scheme amendments to allow small scale RV stops of up to 5 sites on rural properties,
development of other larger public and private hinterland sites, provision of a new sewage dump
point within Cooroy and further RV Friendly facilities within Cooroy.
3.4. Local Law 1
Council’s Environmental Health Officer has raised concerns with the proposed use in the context
of Local Law 1, which requires a range of facilities be provided by commercial “accommodation
parks”. The Law currently requires accommodation parks obtain separate approval from Council.
The sub-ordinate local law provides for certain activities that do not require approval but there are
no exemptions at present. Exemptions may be considered under the current review of the local
laws, which could take up to 12 months.
To align with the current requirements of the Local Law Council’s Environmental Health Officer
has requested conditions be applied requiring:
Provision of potable water
Electricity for visitor’s use
Provision of a dump point (holding tank) for sewage, with collection via a contractor.
These requirements are not supported by planning staff because they do not reflect the proposal
to allow for self-contained RV’s only and the restricted nature of the development permit. In
addition, Council is currently progressing the installation of a sewage dump point within Cooroy
and it is appropriate that it be the nearest dump point to the development.
3.5. Grounds to Support the Application
Grounds to Support the Application
In accordance with Section 329 of the Sustainable Planning Act 2009, the following grounds are
considered sufficient to overcome the planning scheme conflicts:
The development helps to address a significant need for low-cost accommodation for self-
contained travellers in the Noosa area.
The development will provide economic and community benefit through increased visitation
to the Noosa hinterland.
The development provides for the adaptive re-use of the existing nursery on the site.
The site’s location near the Bruce Highway is appropriate to cater for traveller’s needs.
The development will not have significant adverse impacts on residential amenity or water
supply quality.
