of the quarry is reviewed prior to Council extending
the term of the approval.
5. CONCLUSION
The RV Park established on the site is not a use contemplated or provided for under The Noosa
Plan and raises a number of planning concerns. The site is within a buffer area to an adjacent
dormant quarry and, should the quarry recommence, it may be inappropriate to allow the RV
Park to remain. To overcome this issue the application seeks a temporary approval only.
Temporary development approvals are rarely given but, due to the very minimal new
infrastructure requirements for the proposal, one is supported in this instance.
The use introduces some changes to the relatively quiet rural setting of Holts Road and a number
of residents have submitted concerns with strangers walking in the area and RV’s on the road.
Such changes would not have been expected by locals and must be acknowledged but the
associated impacts are considered acceptable and conditions are recommended to minimise
them.
The site also falls within the water supply catchment area for Lake Macdonald, for which The
Noosa Plan generally seeks to avoid new development, but the use is not assessed as posing a
risk to water quality. A number of grounds have been identified to overcome the development’s
conflicts with The Noosa Plan, with these are listed in the recommendation.
The application is recommended for approval, subject to conditions.
