PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 FEBRUARY 2020

Black and Grey-headed Flying-foxes, which are more sedentary and may remain for longer
periods, although their numbers may fluctuate.
The types of support will vary depending on the site and the needs of adjacent residents. This may
include, but is not restricted to, car covers, hire of cleaning equipment, clothesline covers, water
tank filters, solar panel cleaning and air fresheners.

Previous Council Consideration
Ordinary Meeting Minutes, 17 November 2016, Item 5, Page 6
That Council note the report by the Flying Fox Management Officer to the Planning & Environment
Committee Meeting dated 8 November, 2016 and implement a Subsidised Services Initiative to
provide covers for cars and clotheslines, automatic air fresheners, professional cleaning of solar
panels and access to high pressure water cleaners at a total cost of $10,000 based on predicted
subscription.
Finance
A base budget of approximately $5,000 will be maintained within the Environment Services team
to maintain existing flying-fox subsidised services. Any further funding needs will be reported to
the Council Executive Team for consideration at a budget review. Any application of the program
will also be reported to Council for noting as soon as practicable after the implementation of any
program has started.
Currently there are limited administrative resources to support the scheme when it is triggered.
The need for this support will be reviewed at the same time as new implementation of the scheme.
Risks & Opportunities
This presents an opportunity to meet the needs of impacted residents through an effective scheme
in a timelier and more responsive manner. There is some risk of additional funds being required
outside of annual budget process, via budget review, due to the unpredictable nature of the
presence and somewhat transient nature of flying foxes Previous experience with Wallace Park
program has provided a better indication of funding required, and this risk is also mitigated by;
 Any new initiative requiring CEO authorisation.
 A clear set of guidelines that are adaptable to multiple locations across the Shire.
 A requirement to report back to Council for noting as soon as practicable after the
     implementation of a program.
