4.    CONCLUSION
The application for an extension to the currency period for 132008.176.04 which approves a
Material Change of Use - Resort Development comprising a Multiple Dwelling (109 Dwelling Units)
and Accommodation Building (90 Accommodation Units) and Ancillary Facilities is recommended
for refusal. The existing approval is over 14 years old and was approved under a Superseded
Planning Scheme that has since undergone a significant review twice. Whilst the intent of the site
for use as a resort has not altered under the Noosa Plan, State legislative requirements and
mapping regarding Koala and Bushfire have altered and no review has been undertaken as to
whether the proposal meets the current State requirements.
The surrounding area has also experienced significant change since approval of the development
and due to the extended time frame a significant portion of the current community may not be
aware of the development or have had the opportunity to comment on the proposal.
