PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015

Figure 25 – Table 8.5 Extract from Urbis Retail Needs Assessment
Location IQ’s review states:
Table 8.5 outlines the sales impact assessment on individual centres as a result of the proposed
Noosa Civic expansion. Again, of the total increase in sales including tourist spending, Noosa Civic
is projected to increase sales by $129 million of which 48.4% or $62.5 million comes from trade
area centres with over 50% being retained expenditure or $66.5 million. For the reasons outlined
previously, it is our view more than 50% of the proposed increase in sales from the Noosa Civic
expansion could not be a result of retained escape expenditure given the detailed analysis at a
category level. It is likely that the competitive usage model used by Urbis does not appropriately
take into account competitive offers at other centres and, therefore, different levels of impacts. For
example, centres with discount department stores and supermarkets are more likely to be impacted
as compared with those centres without these facilities.
The flaw in the Urbis analysis is most clearly shown by information in Table 24 [of the Urbis report]
- of the additional $129 million, some $53.1 million in sales or 41.2% is from other centres than
those identified in Table 8.5. Logically, an expansion including a Target discount department store,
Coles and Aldi supermarkets as well as additional specialty shops would not impact significantly
on other centres more than 30km away from Noosa Civic (beyond Maroochydore and Nambour).
This is not likely and a significant flaw in the Urbis analysis.
