PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015
If the cost of the works is borne by the applicant it may commercially prohibitive but there is a risk
the applicant will seek their conversion to trunk infrastructure, with costs borne by Council.
Development of the site’s balance lands in accordance with NBC planning undoubtedly presents
major challenges. The applicant presents a case that little existing need for commercial offices of
other compliant uses is apparent in the short to medium term but this neglects the intent for the
site to provide for long term opportunities that may arise, rather than continued developed
expanding the “as is” approach. On balance, only limited need is apparent for the development
and the applicant is not considered to have demonstrated sufficient grounds exist to overcome the
developments statutory planning conflicts and impacts. The application is therefore recommended
for refusal, with reasons listed in the recommendation.
