PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015 PROPERTY DETAILS Property Address 28 Eenie Creek Road Noosaville Qld 4566 RP Description Lot 3 SP 246584 Land Area 28.94ha Existing Use of Land Shopping centre, carpark, showrooms, offices, commercial uses, service station and vacant/environmental balance lands within a master planned business centre STATUTORY DETAILS SEQRP Designation Urban Footprint Locality Noosaville Zone Shire Business Centre Overlays Environmental Protection & Enhancement Areas Low/High Potential Acid Sulphate Soils Areas Flood Hazard Area Area Subject to Minimum Floor Height Medium Bushfire Hazard Area Assessment Type Impact EXECUTIVE SUMMARY This report seeks Council’s determination of a development application for a major expansion to Noosa Civic shopping centre. The application is before Council due to the degree of conflict with planning provisions for the site, the significance of the proposal and the level of public interest in the application (133 submissions were received during the public notification period). The expansion will roughly double the size of the existing Noosa Civic, with the new mall to connect to the existing shopping centre via a pedestrian link across an environmental covenant. Noosa Civic sits within the Noosa Business Centre where retail development already exceeds planned limits. The Noosa Plan’s provisions for the site’s remaining undeveloped commercial precincts seek to generate diversified employment growth that will expand Noosa’s economy. The development is proposed predominantly over a precinct identified for “Technology based R&D, Business Offices & Civic” develpoment. As such, the proposed retail expansion raises fundamental conflicts with The Noosa Plan’s land use intent for the site. This intent is reinforced by the South East Queensland Regional Plan, which also seeks to protect the Noosa Business Centre for long-term employment diversification opportunities. The application suggests very limited demand exists for development consistent with planning scheme provisions, such as commercial offices and the like. The proposed shopping centre expansion is framed by the applicant as responding to pressing community needs indicated by: a high level of escape expenditure from the Noosa Civic catchment; comparatively low provision of existing retail floor space, including discount department stores; and the strong performance of existing supermarkets. Future retail spending growth is said to be driven in part through population growth, particularly around Peregian Springs and Coolum. The applicant suggest only modest impacts on existing centres within the Noosa Civic catchment, which it says will be quickly offset by future spending growth. Page 64 of 189
