PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015
Notes:
Providing a broad range of economic and employment opportunities in each part of the region will
reduce long distance commuting and employment difficulties, and help grow local business.
…
Additional lands will be required to ensure greater subregional self-containment of industry and
business growth. An increasingly pressing need exists to provide sites for regional logistics
operations that will support the rapidly growing population and emerging industries on the Sunshine
Coast.
Scarce land for business and industry at strategic locations must not be squandered on land uses
and activities that may have many other locational options. Strategically located land for existing
and future business and industry use should be protected for the long-term from inappropriate use
and the encroachment of incompatible land uses. Any proposal that could erode the future use of
such land for industry and business purposes should be reviewed against the long-term business
and employment needs for the land.
…
The proposed retail expansion raises significant conflicts with the SEQRP’s principles, policies and
commentary relating to the employment and economic diversification and growth sought for the
NBC and the region. The Noosa Plan’s existing planning provisions for the NBC align with the
regional intent to set aside the site for non-retail uses and long-term business opportunities. There
is little doubt the aspirations of both the State and Local Government planning instruments present
a challenging scenario for the site’s development, with new economic opportunities difficult to
attract and grow. However, the proposed retail expansion will do very little to advance the planning
intent and sterilises land intended to be set aside for non-retail diversification. The SEQRP
repeatedly states land must be set aside for long-term economic purposes and should not be
squandered.
The applicant does not acknowledge a conflict with Desired Regional Outcome 9 of the SEQRP
and states the development is consistent with the Regional Plan.
State Planning Regulatory Provisions
The following State Planning Regulatory Provisions apply to the application:
SEQ Regional Plan Regulatory Provisions
SEQ Koala Conservation State Planning Regulatory Provisions
Assessment against each is provided below.
SEQ Regional Plan Regulatory Provisions
Division 4 Assessment Criteria for Development Applications requires:
The assessment manager for a development application involving a material change of use
involving an extension of more than 10 000 m² of retail floor space must assess the application
against the following assessment criteria:
The development must have regard to the provision of sufficient land with street frontage for non‐
retail business premises.
The applicant submits that, while this outcome is not met by the shopping centre expansion, it is
achieved overall across the site, with future development precincts providing further non-retail
premises.
