Figure 19 – Bushfire Hazard Overlay Mapping
Changes made to the proposal throughout the assessment process, including relocating Cabin 1,
resulted in a reduction of clearing required for bushfire hazard mitigation, with the proposal now
requiring the removal of two Melaleuca quinquenervia trees (with additional mid and understorey
clearing also required) for bushfire purposes.
Council’s Senior Environment Officer has confirmed that the Bushfire Hazard Assessment and
Management Plan provided with the application material is generally in accordance with the
Bushfire hazard overlay code and SPP State interest guidance material that ensures that bushfire
risk is low, stating:
With regard to potential fire runs and exposure of the proposed development to a running
vegetation fire, the development has been setback into the site and as such the existing
RACV Noosa Resort provides a significant screening effect from potential fire runs from the
north. As a result of this setback and screening the assets protection zone can be minimised
to a width of 10 metres with the proposed stormwater quality treatment device also located
within the assets protection zone.
The asset protection zone will become a managed area that will have the ability to retain
individual trees as identified on the proposal plans, noting no further tree planting can occur
however shrubs groundcover layers are acceptable.
The proposal is therefore considered to comply with the requirements of the Bushfire Hazard
Overlay Code.
It is noted that the applicant has provided a Rehabilitation Plan with the application material which
specifies the planting, management and species pallet for the development, taking into
consideration the requirements for vegetation within the bushfire hazard area. Council’s Senior
Environment Officer has reviewed the Rehabilitation Plan and confirmed that the proposed planting
within the bushfire hazard area is appropriate.
