1 November 2018 Our Ref: 17GCT0161 Your Ref: MCU18/0097 Attention: Jason Hauser Good Shepard Lutheran College C/- Burling Brown Architects PO Box 930 Southport QLD 4215 Dear Nathan, RE: Good Shepard Lutheran College, 115 Eumundi Road, Noosaville QLD – School Car Park TTM have been engaged by Good Shepard Lutheran College to prepare a traffic engineering letter investigating the formalisation of a proposed car park. It is understood that this report is to accompany a response to information request Noosa Shire Council (ref: MCU18/0097). The aim of this assessment is to provide a response to Items 2, 3, 6 and 7 of Councils information request, with respect to likely impact on the local road network, on-site signage arrangements and discussing the proposed school related pick-up / drop-off arrangements. Item 2 Access Access to Eumundi Noosa Road from the proposed new school car park is not supported. Provide an amended proposal plan that provides access to the car park in a satisfactory manner via the existing college access arrangements. This should include assessment by an RPEQ traffic engineer of operation and sight lines at that new integrated access location and configuration. Note that details of the proposal to legally formalise access through the existing campus parking area for exit from the new car park will also be required. Response The amended development plans demonstrate that access to the development is to be provided from the existing internal school access road, which is accessed from Walter Hay Drive, as shown in Figure 1. Section 2
Proposed Car Park Access
Figure 1: Proposed Car Park Access
Location
The proposed access is to be located approximately 21m from the channelised left turn lane on Walter Hay
Drive (centreline to centreline) and 13m from kerb to kerb.
AS2890.1 outlines that driveways are to be located a minimum of 6m from the tangent point of the property
boundary. TTM estimates that the proposed driveway would be located 12m from the tangent point of the
property boundary, which exceeds the minimum requirement outlined by AS2890.1. Therefore, TTM
consider the proposed access driveway location to be suitable.
Design
AS2890.1 outlines that vehicular access to Class 1 car parking facilities with a capacity of 101 to 300 spaces
from a local road are required to be design to a Category 2 design standard.
2
Section 3
The proposed access driveway is to be a 9.0m wide Type B2 driveway and access from the existing internal
road. The proposed driveway would allow for two-way vehicle movements. This provision is in accordance
with the requirements outlined in AS2890.1. Therefore, TTM consider the proposed access driveway to be
suitable to cater for the needs of the development.
Sight Distance
TTM has undertaken a sight distance assessment of the proposed access driveway.
TTM expects that the vehicle speeds approaching the site access would be very low, in the order of
approximately 20kph. This is due to the following:
• The proposed access is to be located from the school’s access road, where vehicles are required to
perform a turn manoeuvre from Walter Hay Drive to access the car park
• Vehicles typically slow down when accessing the school road networks, as there are a larger number of
unpredictable pedestrian movements
AS2890.1 outlines sight distance requirements for roads with 40kph design speeds and above. Therefore, to
assess the sight distance of the proposed access driveway, TTM has derived the Stopping Sight Distance
(SDD) from the equation outlined in Austroads Guide to Road Design Part 3: Geometric Design, as shown in
Figure 2.
TTM has estimated the Minimum SSD required and has assumed the following parameters:
• RT - 2s reaction time, as per AS2890.1
• V - 20kph, design speed for the car park
• d - 0.46, as per Austroads, suitable for lower speed urban roads
• a - 0%
Figure 2: Stopping Sight Distance Equation
TTM has estimated the minimum SDD for a road with a design speed of 20kph to be 28m. TTM has
estimated the sight distance provided from the proposed access driveway is approximately 28m. Therefore,
TTM consider that the proposed access arrangement would be provided with suitable sight distance.

Section 4
Item 3 Signage
Provided details of arrangements through signage and other means (such as threshold treatments) to limit
use of the car park for staff and student parking only, and prohibiting visitor parking, student set-down and
collection activities, and unauthorised/public use.
Response
To aid in prohibiting others from using staff and student parking areas, TTM suggest implementing the
appropriate traffic signage at certain points, as shown in Figure 3, to warn visitors that these areas are for
authorised vehicles only. Additional signage for all traffic aspects of the car park have been included also.
All parking spaces to be
implemented with wheel-stops to
improve safety.
Custom Sign to be labelled,
“Parking as Signed”
Figure 3: Appropriate Traffic Signage
Appropriate signage will be provided for the drop-off area and bus area during the detailed design stage.
Item 6 Pedestrian Connections
Provide a plan and additional material demonstrating suitable permeable pedestrian connections between
the proposed car park and linkages at the existing campus. The pedestrian connections should be designed to
incorporate and make reference to CPTED principles.
4
Section 5
Response
The amended development plans demonstrate a suitable permeable pedestrian connection between the
proposed car park and the existing school campus, as shown in Figure 4. The proposed pedestrian
connection would be 1.2m to 2.4m wide. TTM considers this connection width acceptable as the expected
turnover in students and staff at one given time will be minimal.
The proposed pedestrian connection would be adjacent to the access roadway to the school and the aquatic
centre with no sharp turns. The pathway would be clearly visible from the road, existing car park and
proposed car park and TTM expect that suitable passive or natural surveillance would be available.
The pathway would provide a direct route between the car park and the school; therefore, the route would
be legible and allow people to easily find their way.
TTM consider the proposed pedestrian connection between the proposed car park and the existing school
campus to be suitable to cater for the needs of the staff and students utilising the school car park.

Figure 4: Car Park and Existing School Campus Pedestrian Connection
Item 7 Traffic Impact Assessment
Undertake assessment of traffic impacts at the Walter Hay Drive and Goodchap Street intersections with
Eumundi Noosa Road that will arise from the redistribution of traffic associated with the proposal.
Response
5
Section 6
As discussed and agreed upon in meeting with Council, Holland Traffic Consulting and TTM (27/07/18), it was
considered that with the proposed layout (ie access via existing Walter Hay Drive access) that a traffic impact
assessment of the Eumundi Noosa Road / Walter Hay Drive and Eumundi Noosa Road / Goodchap Street
roundabouts would not be required.
Yours sincerely,
Kaiden Parsons
