Application for a Development Permit for Material change of use to establish motorcycle/motor
scooter/e-motorcycle/e-motor scooter and associated product sales and Low impact industry.

16 Rene Street, Noosaville
Lot 13 RP150347

Dear Lisa,

In relation to the abovementioned property and development application MCU21/0104, on behalf of R & M
Salmon, we hereby submit the following information after further discussions with the owner of the businesses.

Given that the Caretaker’s accommodation is not supported by Council and the new building is a pre-
purchased pre-fabricated building, the owner seeks to remove the Caretaker’s accommodation component
from the application and use the building as part of the existing business operation onsite.

After discussion, Council recognises that the mechanical/repairs component is a Low impact industry use
(mechanical/repair) but when combined with the sales component is better reflected as an undefined use
being ‘Motorcycle/Scooter Sales & Repair business.

The use of the new building (formerly proposed as the Caretakers accommodation) will be an extension to
the existing business operation but will be primarily used for the mechanical/repairs component (Low impact
industry use) as much needed storage of spare parts, overnight storage of scooters waiting on mechanical
repairs and for some general storage purposes.

The proposal will not cause any deleterious impacts to the surrounding area, as this type of use is readily
expected in this location and as such raises no concerns with any of the benchmarks outlined in the Planning
Scheme.

Noting that as part of the public notification process, no submissions against the proposal was received. With
the removal of the Caretaker’s accommodation from the application, the use onsite is the same as discussed

in the Officers report to the General meeting dated 13 December 2021 and recommended approval for the
undefined use component and provided below for reference:

That Council note the report by the Development Planner to the General Committee Meeting dated 13
December 2021 regarding Application No. MCU21/0104 for a Material Change of Use - Motorcycle/Scooter
Sales and Repair and Caretaker’s Accommodation, situated at 16 Rene St Noosaville and:

A. Approve the application in part for an Undefined Use Motorcycle/Scooter Sales and Repair in accordance
with the following conditions:

• The proposal is complementary and directly associated with the proposed industrial use.

• The proposal will not compromise the use of the area from being used for predominantly industrial

In terms of car parking, although the ‘outdoor use area’ is not calculated as parking spaces, is large and is
sufficient for at least 30 motorcycles, an additional 2 motorcycle spaces have been provided to comply with
the Driveway and Parking Code so as to provide clarity to the development. Please note that the ‘outdoor
use area’ is also used for the Low impact industry component (drop off and pick up area of mechanical/repair
scooters) and as such there is parking onsite well in excess of that set out by the Planning Scheme and more
than sufficient for the intended use.

The following Table provides a carparking analysis showing that 6.5 spaces fully comply with Table 9.4.1.4 of
the Driveways and Parking Code. Noting the analysis bases the mechanical/repair component on Low
Impact Industry use carparking rate (GFA) and the sales component on the ‘Outdoor Sales’ use carparking
rate (TUA). For clarity one is based on GFA and the other TUA. This is considered reasonable in this instance.
