GENERAL COMMITTEE MEETING AGENDA 15 AUGUST 2016
2. Capital Project Carryovers Proposed
There is a total of $3.9m in proposed capital project carryovers, relating to 54 individual projects,
some of which attract grant funding or capital contributions ($335k). Attachment 2 provides a
detailed explanation as to the reasons why these projects were not completed and/or the extent of
works to be undertaken.
Previous Council Consideration
The 2016/17 budget was adopted by Council resolution at the Special Budget meeting held 29
June 2016.
Finance & Risk
Operating carryovers will impact on the budget through the inclusion of expenditure without any
additional revenue, with related revenue having been received during the 2015/16 financial year
(and contributing to the additional 2015/16 surplus). As such, the 2016/17 operating surplus will
reduce from $325k to $193k. Further budget reviews throughout the year will identify opportunities
to increase the surplus back to the original budget level as a minimum.
Capital carryovers do not impact directly on the operating position, and nor will they have any
significant impact on the forecast financial position of Council, as the projects were initially
anticipated to be completed by 30 June 2016. The capital carryovers results in an increase in the
program to $27 million, which may increase delivery pressure.
All financial sustainability ratios remain within or better than the target range, with no degradation
of Council’s financial position over the life of the forecast period.
Note that accounting adjustments relating to the 2015/16 financial year are still being finalised, and
as such the Revised Budget Financial Statements still contain interim figures only for the position
as at 30 June 2016.
