EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Infrastructure Assessment Coordinator to the Planning &
Environment Committee Meeting dated 9 August 2016 and the further report to the General
Committee Meeting dated 15 August 2016 and agree to present a motion to the 120th LGAQ Annual
Conference as provided at Attachment 1 to the further report to the General Committee Meeting.
REPORT
At the Planning & Environment Committee, the intent of providing a motion to the 120 th LGAQ
Annual Conference in relation to Local Government Infrastructure Plans was agreed with but the
proposed motion was found to be too non-specific.
An alternative and more specific revised motion prepared in consultation with the Mayor together
with further clarification, justification and backup information that the three aspects within the
motion proposed were once in the instruments, then removed, and subsequently re-imposed, is
presented at Attachment 1 for Council’s further consideration.
Previous Council Consideration
Ordinary Meeting, 21 July 2016, Item 9, Page 7
That Council note the report by the Infrastructure Assessment Coordinator to the Planning &
Environment Committee Meeting dated 12 July 2016 and approve the Priority Infrastructure Area
(PIA) Maps provided at Attachment 1 for the proposed Local Government Infrastructure Plan
(LGIP) to replace the current Priority Infrastructure Plan (PIP) of the current Noosa Plan planning
scheme.
Finance & Risk
If the desired action is implemented and the unnecessary requirements are removed from the
Statutory Guidelines, it would:
greatly reduce the amount of time, resources, effort and costs to all local governments and
their communities;
enable concentration on detailing the future infrastructure requirements and costs necessary
in providing infrastructure for development growth;
