Dear Glen,

RE: Proposed Material Change of Use for Multiple Housing (Type 2 Duplex)
at 22 Ann Street, Noosaville described as Lot 8 on RP81559.

I refer to Council’s Information Request issued 9 September 2015 in relation to the
above-mentioned application.

In accordance with s278 of the Sustainable Planning Act 2009, we herby provide a
response to the item raised in the request. A detailed response is outlined below:

Gross Floor Area

Issue
The Attached Housing zone requires GFA to be equivalent to the maximum allowable
population by 40m2, providing a total of 293.84m2 available to the development.

The proposed GFA exceeds this provision as it appears to be greater than 310m2. This
would result in a development not of a scale compatible with surrounding
development and is unlikely to be supported.

Information Required
1 Please provide a revised drawing with a GFA complying with Specific Outcome
O13 of the Noosaville Locality Code (293.84m2).
2 Provide a plan showing the area calculated as GFA.

Response

A recalculation of the Gross Floor Area (GFA) of the development has determined
the total GFA to be 310m2.

While exceeding a GFA of 293.84m2 as outlined by Specific Outcome O13 of the
Noosaville Locality Code, it is considered that the development achieves Specific
Outcome O10 and the Overall Outcomes of the Code for the following reasons:

      • The duplex will result in a scale that is compatible with surrounding
development. Council recently approved a duplex development over the
adjoining allotment to the east that has a GFA 328.2m2. This development
exceeds the GFA of 310m2 proposed over the subject site. Further, the planning
scheme allows duplexes to have a plot ratio of 0.45 :1 where in the semi-

attached housing zone, which is a lower density zoning to the subject site. The
plot ratio of the proposal equates to 0.42:1 and therefore complies with this
outcome. Subsequently, the proposed duplex is of a scale that is envisaged by
         the planning scheme.
       • Appropriate setbacks of have been provided to all boundaries of the site and
the proposal will not present an appearance of excessive bulk to the street
         frontage or adjoining neighbours.
       • The proposal allows for adequate landscaped areas that will support deep
planting and further soften the appearance of the built form of the
         development.
       • The development provides sufficient outdoor recreation areas for future
residents that support a swimming pools, terrace areas, yards and landscaping.

This response represents our complete response to the Information Request and we
look forward to Council’s decision in relation to the application. In the mean time,
should you have any further queries, do not hesitate to contact us via email or on

Yours faithfully,
