PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 23 JUNE 2015

Offset Register
The EO Act requires administering agencies to maintain and make available for inspection a
Register of Offsets. The register must record information in relation to each offset condition
imposed on a development, including the type of the offset, the matter being offset and its
location and any legally secured offset areas.
Previous Council Consideration
Koala Habitat Protection – Noosa Plan Amendments, a report by Strategic Land Use
Planning, Planning and Organisation Committee Agenda 26 May 2015.
Finance & Risk
The availability of land within the urban area to provide environmental offsets as close as
possible to the area of impact is a risk. Land within the urban area attracts a premium price
relative to non-urban land and the provision of land based environmental offsets could be
cost prohibitive.
Time delays in the identification of strategic offset investment corridors and the incorporation
of these identified corridors into a statutory planning instrument can lead to delivery delays
and non-strategic delivery of environmental offsets.
Land based delivered offsets present a risk that the time lag delay between the clearing of
mature habitat and the creation of new habitat may result in the “matter” becoming locally
extinct. The delivery of land-based offsets in an area not in close proximity to the habitat
impacted upon may also result in local extinctions of the “matter”.
Changes to government policy regarding environmental offsets may have the potential to
impact on the strategic investment in advanced offsets.
