GENERAL COMMITTEE MEETING AGENDA 12 OCTOBER 2020
Figure 14: Plunge pool within The Parade boundary setback
Specific Outcome O8 of the Noosa Heads Locality Code requires that:
Buildings and other structures are appropriately designed and sited to—
a) provide amenity for users of the premises as well as preserve the visual and acoustic
amenity of adjoining and nearby properties;
b) provide adequate distance from adjoining land uses
c) preserve any existing vegetation that will buffer the proposed building;
d) allow for landscaping to be provided between buildings;
e) maintain the visual continuity and pattern of buildings and landscape elements within
the street;
f) protect public safety and property within erosion prone areas by ensuring such areas
are maintained largely free of development; and
g) help protect the natural character and visual amenity of coastal areas and
watercourses
Whilst the proposal does not meet the minimum boundary setbacks to The Parade under
Probable Solution S8.1, the development complies with Specific Outcome O8. The
proposed new ‘rear entry structure’ is replacing an existing arbour with a lighter weight,
modernised structure and is not increasing the existing encroachment into the setback, whilst
the proposed plunge pool is located to the west of the existing building and will be screened
from The Parade boundary by fencing and landscaping (to be assessed through a separate
subsequent Operational Works application).
It is noted that numerous developments fronting The Parade have structures including
swimming pools, sunshades and stairways within the 10 metre setback, with several having
structures adjacent to the boundary. In this instance, the modifications will maintain the
existing setback for the ‘rear entry structure’, and the pattern of buildings and landscape
elements within the location.
The proposal includes a refurbishment of the entire development, revitalising the dated
façade addressing The Parade and Main Beach, including the updated ‘rear entry structure’,
and as such, the reduced setback is recommended to be supported.
