GENERAL COMMITTEE MEETING AGENDA 12 OCTOBER 2020
Figure 22: Pergolas proposed on existing roof terraces
The proposal does not comply with Specific Outcome O7 of the Noosa Heads Locality Code
as the proposal presents as 4 storeys to the beach, with the pergolas being visually dominate
from The Parade, which is not consistent with roof terraces along the northern side of
Hastings Street.
Probable Solution S15.2 of the Noosa Heads Locality Code states buildings and structures
do not include roof top terraces.
Specific Outcome O15 of the Noosa Heads Locality Code states:
Roof forms:
a) contribute positively to the local skyline;
b) complement the character of the locality;
c) use soft and articulated, pitched, skillion or curved roof forms;
d) avoid low pitched (eg. less than 5 degrees) or box profiles/parapets; and
e) do not create opportunities for residents to overlook the private open space areas of
neighbouring properties.
The proposal does not comply with Specific Outcome O15 of the Noosa Heads Locality
Code as while the building already includes roof terraces, the pergolas are not considered to
contribute positively to the skyline, as they will create the appearance of four storeys and
visually dominate from The Parade. The pergolas are further not consistent with other
development along the northern side of Hastings Street and do not respect the character of
the area.
It is acknowledged that a number of developments along the northern side of Hastings Street
include pergolas/roof structures on roof terraces that are viewable from The Parade,
including 5, 23, 37 and 55 Hastings Street. These structures are much smaller in scale and
are setback from the northern edge of the buildings, reducing their prominence and as such,
do not dominate the skyline (refer to Figure 23).
