CONCLUSION & REASONS FOR DECISION The proposed development seeks a minor change to a Development Permit for 47 Multiple dwellings, Entertainment & Dining - Type 1 Food & Beverage and Retail Business - Type 1 Local and Type 2 Shop & Salon situated at Netanya, 71 Hastings Street, Noosa Heads. The proposed alterations are to the entire development, and included additional GFA to an existing café (The Providore) and restaurant (Sails), which are consistent uses within the Visitor Mixed Use zone. Despite not complying with Specific Outcomes O10 and O13 in respect to maximum site cover and gross floor area under The Noosa Plan, Noosa Heads Locality Code, the proposal complies with Specific Outcome O9 of the Locality Code. The development provides for additional use area for entertainment and dining businesses in an appropriate location, improving the amenity of patrons by providing additional weather protection and amenities. The development is consistent with the bulk and scale of buildings within the locality, maintaining the visual continuity and pattern of buildings along Hastings Street and The Parade. The proposal will refurbish the entire Netanya development, revitalising the dated façade and presenting a high quality and interesting streetscape via an improvement in the existing built form of the building. Although additional onsite carparking cannot be provided due to site constraints, the applicant has advised they are agreeable to enter into an Infrastructure Agreement to make contributions in lieu of car parking. The application is therefore recommended for approval subject to reasonable and relevant conditions.
