PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 DECEMBER 2018

Risks & Opportunities
Council currently has limited ability to regulate and assess the impact of electronic gaming
machines on our community at a local level. The authority sits with the State Government and
Council and the community are only afforded the opportunity to provide input into applications
made to the State Government for 20 or more EGMs if in a club and 10 or more if in a pub. This
situation creates a significant risk for local communities whereby incremental increase in EGMs
can occur without any public or Council input or consideration of the local context and potential
social harm.

By joining the Gambling Alliance Reform Group, Council will have an opportunity to tap into a
national organisation of like-minded Councils and organisations. Noosa Council’s leadership on
this issue demonstrated through its successful motion at the LGAQ conference may further
encourage other Queensland local governments to join the Alliance, with the hope that we can
create a critical mass that will have an impact on the State government as part of the lobbying
effort to be undertaken by LGAQ for legislative change to enable Council’s to consider the land
use and other impacts of electronic gaming via planning schemes.
