Thursday, 15 October 2020 Our Ref: 19417 / Office: Sunshine Coast Council Ref: RAL20/0017 & OPW20/0144 NOOSA COUNCIL PO BOX 141 TEWANTIN QLD 4565 ATTENTION: The Chief Executive Officer Dear Sir INFORMATION RESPONSE DEVELOPMENT PERMIT FOR RECONFIGURING A LOT AND OPERATIONAL WORK FOR A ONE INTO FOUR LOT INDUSTRIAL SUBDIVISION AND ACCESS EASEMENTS 1 TAYLOR COURT, COOROY LOT 6 SP197517 Further to your information request for the abovementioned development application we now respond to all of the information requested. START INFORMATION RESPONSE Issue Performance Outcome PO20 of the Low Impact Industry Zone Code seeks to protect the visual amenity and character surrounding the major road network by appropriate landscaping. Acceptable Outcome AO14 of the Low Impact Industry Zone Code seeks a setback of 10 metres to Holts Road. Information Required 1. Provide amended landscape plans that include and detail: a) A 10 metre wide landscape strip along the full extent of the Holts Road frontage of the site; b) Clear dimensions of the proposed landscape areas. 2. Provide further details of the proposed fencing on the site. With regards to the landscape strip along the Holts Road frontage, Council intends to impose the requirement of a covenant to protect the vegetation in perpetuity. Response to items 1 & 2 The landscape plans have been amended to include a 10m wide landscape strip along the full extent of the Holts Road frontage. The landscape plans provide clear dimensions of the proposed landscape areas. Tree protection fencing is the only fencing that is proposed as part of this application. Issue The Earthworks Erosion and Sediment Control Plan is not reflective of the requirements for the large site and has no information on the type of soil that will be exposed, timing and staging of works or drainage management to prevent erosion. The State Planning Policy requires that all exposed areas greater than 2500m2 must be provided with sediment controls which are designed, implemented and

maintained to a standard which would achieve at least 80% of the average annual runoff volume of the
contributing catchment treated (i.e. 80% hydrological effectiveness) to 50mg/L Total Suspended Solids
(TSS) or less, and pH in the range (6.5–8.5).
Information Required
3. Provide a sediment and erosion control plan certified by a Certified Professional in Erosion and
Sediment Control that it is consistent with the International Erosion Control Association Best
Practice Books as well as State Planning Policy requirement for erosion and sediment control on
construction sites larger than 2500m2.
Response
Please refer to the civil engineering response and amended Erosion and Sediment Control drawings
for a response to this item.
Issue
The application proposes construction of an approximately 500m2 hardstand driveway, allotment
reshaping and redirection of sheet flows to concentrated flow outlets. Where not appropriately
managed, these cumulatively will increase scour and impact the quality of runoff via increased peak
runoff from both the hardstand and outlet pipes. Further it is unclear how runoff from the driveway will
be treated to achieve the no worsening requirement for water quality in the drinking water supply
catchment.
Information Required
4. Demonstrate how the changed peak flow and water quality from the driveway as well as funnelled
through each stormwater outlet will be managed to achieve the requirement of no worsening of
water quality running off site.
Response
Please refer to the civil engineering response, revised civil engineering plans and MUSIC model for a
response to this item.
END INFORMATION RESPONSE
Part 3: Information Request has now concluded and the application is now in Part 5: Decision.
