1 COOROY RV STOPOVER – CONTEXT
1.1 Purpose
The purpose of this plan is to document preparation and response for an east coast low, flooding, cyclone or fire
incident impacting on Council’s RV Stopover Area at Cooroy.
Responsibility for implementing the plan rests with Noosa Council business area charged with management of
Council’s commercial caravan parks and campgrounds and the Cooroy RV Stopover Caretaker,
1.2 Introduction
The RV Stopover area is located within part of Lot 1 SP242414, 17 Mary River Road, Cooroy – refer Attachment 1.
The RV Stopover area will utilise the fully cleared part of the lot as shown below comprising approx. 2.1 hectares of
the 16.34 ha site.
The use involves the parking of fully self-contained motorhomes and caravans for short term stays (maximum 4
nights).
There will be no fixed structures for accommodation or other purposes.
The site is bounded by:
a) Cleared community use land utilised by the Cooroy Pony Club to the west;
b) Fully cleared sewerage waste treatment plant facility to the north west;
c) Residential and industrial uses to the south;
d) Industrial uses to the east; and
e) The remnant land to the north comprising natural bushland.

2 RISKS TO RV STOPOVER AREA USERS
2.1 Flooding
The area is subject to flooding from Cooroy Creek which is to the east and drains through the remnant bushland to
north. Cooroy Creek forms part of the Six Mile Creek catchment that flows into the greater Mary River catchment.
Cooroy Creek receives run-off from an intermittent stream (essentially an open drain) that crosses the north-west
corner of the RV Stopover site as per map below (blue line denotes waterways).
As part of the application for Material Change of Use, hydrology & water consultants were engaged to assess
potential flood impacts on the site for events of varying recurrence intervals – refer Dwgs 1-5 Attached.
The drawings demonstrate impacts for:
a) ARI – 2 yr
b) ARI – 10 yr
c) ARI - 100 yr
d) ARI - 500 yr
e) ARI - 2,000 yr
f) ARI – Peak 9999 yr
The likelihood of an event occurring in Annual Recurrency Interval (ARI) is:
A – Almost Certain ARI 1
B – Likely ARI 10
C – Possible ARI 50
D – Unlikely ARI100
E – Rare ARI500
3 March 2015
5
Page 6
The flood information indicates that during a 2yr ARI the northern section of the site will be subject to inundation.
This part of the site can be closed off as a gate will be provided to the access culvert and the site is effectively
separated into 2 sections with large boulders separating the area. There is an area to the south that would allow
for safe congregation in the event that the rainfall event and stream rises were easing. However, while the site has
sealed access, the parking area is grassed. Notwithstanding the potential for flooding due to stream rises, it is most
likely that in order to prevent damage to the ground surface, that the area will be closed for most of the “wet”
season if average or above average rainfall occurs.
2.2 Bushfire
The northern part of the proposed RV Stopover area is included as a “medium” hazard under the Noosa Plan –
Natural Hazard Bushfire Overlay.
Bushfire risk has not been assessed.
No open fires are permitted at the site at any time.
The threat would come from the north and not impact safe egress from the site.
As the site is within the urban footprint of Cooroy, it is expected that emergency services would provide direction if
a threat was evident.

Page 7
2.3 HAZCHEM (CHEMICAL SPILL)
The site is within 1 kilometre of the State railway network which is a major transport artery. This presents a risk of
hazardous chemical spill.
As the site is within the urban footprint of Cooroy, it is expected that emergency services would provide direction if
a threat was evident.
3 HAZARD MANAGEMENT TRIGGERS
The site of the RV Stopover is Council freehold land and the activity will be managed by Council.
State legislation the Disaster Management Act 2003, sets out the functions of local government, states that Council
must have a local disaster management plan, and requires the local government to appoint a Local Disaster Co-
ordinator.
The local Disaster Management Plan sets out the stages and levels of activation for the local disaster management
group. These will be used as the basis for action to ensure the safety of users of the RV Stopover Area.
The Local Disaster Coordinator role includes advising the Council elected members and the organisation when the
information is received that requires activation of the plan. On receipt of such advice, dependent upon the risk, the
action outlined will be taken by the officer/s responsible for Council’s commercial caravan and campground
operations.
The hierarchy for action is as follows:
Alert, be aware. Heightened level of vigilance due to possibility of event. No action required
but situation must be monitored
Be prepared to act if Heightened level of situational awareness and ready to take action if
necessary. necessary.
Act immediately. Put in place measures to ensure safety of all persons present on the site.
