Aim
The aim of this assessment is to evaluate the proposed development in terms of its peak hour traffic
generation, parking and servicing arrangments, impact on the surrounding road network and the scope of
any external works required to maintain safe and efficient traffic operations.
Scope of Report
This report begins by summarising the characteristics of the existing road network (Chapter 2), followed
by a description of the scope and scale of the proposed development, including a consideration of its likely
traffic operating characteristics (Chapter 3). The latter are then overlayed on top of future year peak hour
traffic operations on the adjacent road network to identify potential future traffic impacts (Chapter 4).
The report concludes with a summary of key findings (Chapter 5).

Wimmers Lane provides access to the parking and service areas for a small number of retail and commercial premises fronting Garnet Street and Emerald Street. There is no posted speed limit on Wimmers Lane. However, based on its length and carriageway width, vehicle speeds are likely to be in the order of 20km/hr. To the west of the site is Elm Street, which is part of the state controlled road network, administered by the Department of Transport and Main Roads (DTMR). A short distance to the west of the rail overbridge, Elm Street meets Myall Street at a priority-controlled intersection. 3.0 PROPOSED DEVELOPMENT
3.1 Site Layout
It is understood the proposed development comprises a new retail supermarket comprising a total of
1,365m? GFA (with a ‘use area’ of 1,097 m’). The proposed development layout is attached in Appendix B,
with the ground floor shown in Figure 3.1.

Section 12
PEKOL TRAFFIC & TRANSPORT 3.2 3.3 Vehicular Access Arrangements 3.2.1 Access Location Vehicular access to the on-site car parking area is proposed via Garnet Street. The development proposal will result in the rationalisation of access driveways on Garnet Street from two to one. The proposed development access is located in generally the same location as the existing eastern driveway. It is recommended that the existing western driveway on Garnet Street be removed and the kerb and channel and concrete footpath reinstated. The proposed driveway would have a width of 9m at the property boundary, which is consistent with the Australian Standards! for an access located on a local road, serving a high-turnover parking area with less than 100 spaces. The vehicular access on Garnet Street would accommodate all turn movements. In addition to the Garnet Street access, a service vehicle only driveway is proposed on Wimmers Lane, as described in Section 3.4 below. 3.2.2 Sight Distance Garnet Street has a posted speed limit of 40km/h in the vicinity of the site. Austroads recommends a minimum safe intersection sight distance (SISD) of 73m for access driveways of this type within a 40km/h speed environment. On-site observations indicate that there is in excess of 100m sight distance available to the west. To the east, the Myall Street / Garnet Street / Maple Street roundabout is located approximately 60m from the proposed driveway location. Vehicles entering Garnet Street from this intersection will need slow to around 20 - 30km/h in order to negotiate the roundabout. Therefore, the available sight distance at the proposed driveway location is sufficient. The available sight distance also complies with AS2890.1, which recommends 55m for a 40 km/hr speed. Car Parking 3.3.1 Requirement The most relevant parking standard from the Noosa Plan for a supermarket development is a Type 2 retail business (shop and salon), which has minimum parking requirements as follows: == one space per 20m’, or part thereof, of use area for areas up to 100m? (excluding outdoor dining area) == one space per 15m’, or part thereof, of use area for areas in excess of 100m* (excluding outdoor dining area) == one space per 10m”, or part thereof of any outdoor dining area In addition to the Noosa Plan, we have referenced other relevant guidelines and data sources to determine the likely peak parking demand for this type of development as follows: ' Australian Standards (2004) Parking Facilities Part 1: Off-street car parking (AS2890.1) P:\2014-15\15-228 GARNET STREET, COOROY\REPORTS\15-228 GARNET ST, COOROY TIA.DOCX 9

Queensland which indicate that the peak parking demand for a 1,266m? GFA development would

Table 3.1 sets out the parking standards described above and the associated number of spaces to be
provided under each.

Total 69 - 72 spaces
Table 3.1 demonstrates that all the parking rates are similar, falling into the 69 — 72 space range.
3.3.2 Provision
It is proposed to provide a total of 74 on-site car parking spaces, including two person with disability
(PWD) bays. In addition, eight motorcycle spaces are proposed, which is consistent with the number of
spaces required by Noosa Planning Scheme Policy 26 - Motorcycle and Motor Scooter Parking (ie one
space per 10 car parking spaces).
The above results in a total parking provision of 76 on-site spaces (based on an equivalence of four
motorcycle bays per car parking space). The total proposed parking provision is four spaces in excess of
that required under the Noosa Plan. It is also higher than the requirements of the Sunshine Coast
Planning Scheme and peak parking demand based on surveyed data.

Section 14
PEKOL TRAFFIC & TRANSPORT 3.4 3.5 In addition, the following points are noted: w= _ there is a large amount of on-street car parking on Garnet Street, which would be available for customers of the retail store m= _ the site is located in very close proximity to the Cooroy town centre and is therefore likely to experience higher levels of pedestrian movements than a standalone retail facility in a more suburban area On this basis, the proposed provision is considered sufficient to accommodate the anticipated peak parking demand. 3.3.3 Design The layout and provision of on-site car parking is generally consistent with the requirements of Australian Standard AS2890.1:2004 Parking Facilities Part 1: ‘Off-Street Car Parking’ in terms of bay dimensions, aisle widths, vehicle circulation and manoeuvring. This is typified by: 2.7m x 5.4m vehicle parking spaces 1.35m x 2.5m motorcycle parking spaces appropriately dimensioned PWD spaces with adjacent shared space parking aisles of 6.2m wide or greater aramp width of 6.1m (5.5m plus 0.3m clearance on both sides) a maximum ramp gradient of lin 5 with 2m transitions at the top and bottom 3.3.4 Impact on On-Street Parking The proposed access driveway on Garnet Street would generally be at the same location as the existing eastern driveway. The widening of this driveway out to 9m at the property boundary may result in the loss of one on-street car parking space. However, this would be more than offset by the provision of additional on-street car parking in conjunction with the removal of the existing western driveway crossover on Garnet Street. Queuing It is estimated that there is adequate provision to accommodate two - three queuing vehicles (ie 15m) between the property boundary and the first internal conflict point associated with the car parking area. This queuing provision is consistent with the minimum requirements of AS2890.1, based on the number of on-site parking spaces (ie 76 spaces). Servicing An on-site loading / refuse collection area is proposed at the rear of the supermarket, which would be accessed from Wimmers Lane. The width of Wimmers Lane and constrained intersection arrangements at the western end (ie with Maple Street) limit the type of vehicles that can access the loading area. P:\2014-15\15-228 GARNET STREET, COOROY\REPORTS\15-228 GARNET ST, COOROY TIA.DOCX 11
Section 15
WATTLE STREET INTERSECTION MAPLE STREET INTERSECTION [OCR of page images] PEKOL TRAFFIC & TRANSPORT The Noosa Plan does not specify a design vehicle for this type and size of development. However, this service area could accommodate a 12.5m heavy rigid vehicle (HRV). Therefore, it is proposed that the maximum size of vehicle servicing the development would be a HRV. Based on similar sized stores in Queensland, the operator estimates that the proposed supermarket would generate an average of around 15 daily one-way service vehicle movements on weekdays with four movements predicted on weekends. This equates to approximately two service vehicle movements per hour on Wimmers Lane on weekdays. It is understood that the operator would make all deliveries to the proposed supermarket by rigid body truck (ie a HRV or smaller). To service the site, it is proposed that vehicles would arrive via Wimmers Lane from the west, turn right into the site and reverse back into the loading area. To exit, vehicles would manoeuvre back on to Wimmers Lane in forward gear and travel eastbound to Maple Street. Swept paths showing a HRV making the turn movements from Wattle Street into Wimmers Lane (to the west of the site) and from Wimmers Lane into Maple Street (to the east of the site) are provided in Figure 3.2 (and attached at Appendix F). These demonstrate that the existing geometry and alignment of Wimmers Lane is adequate to accommodate this vehicle type. Figure 3.2: WIMMER LANE INTERSECTION SWEPT PATHS ae MAPLE STREET INTERSECTION ¥ The swept path of a HRV accessing and egressing the subject development is presented in Figure 3.3 and is also attached (at Appendix F) to this report. As demonstrated, a HRV would be able to reverse into the site and exit in forward gear. A forward lift refuse collection vehicle (RCV) would be able to undertake the same manoeuvre to access the bin store, which is located in the north-east corner of the site. It is recommended that cycle parking be provided (approximately eight spaces) for staff and customer use. This should be located in close proximity to the supermarket entrance, in an area with a high level of casual surveillance. 3.6.2 Public Transport The proposed development will not have a negative impact on the existing and proposed public transport services and facilities. In fact, the additional public transport demand generated by the development is likely to increase the viability of local services. The results predict that the Myall Street / Garnet Street / Maple Street roundabout will operate at an
‘excellent’ level of service during the 2017 pre-development scenario, with ‘very good’ operations in the
2017 post development scenario. In the 2027 scenario, the existing intersection layout is expected to
experience ‘very good’ operations in the pre-development scenario and ‘good’ operations in the post
development scenario. The results indicate that all of the Saturday pre-development and post

The results show that additional traffic associated with the proposed development is not expected to
significantly increase the critical degree of saturation. All of the scenarios assessed are within the DIMR
acceptable limits for roundabouts.

Table 4.5 demonstrates that the Myall Street / Elm Street intersection is expected to experience ‘very good’
or better operations during the 2017 weekday evening pre-development and post development scenarios.
However, background traffic growth is expected to result in ‘poor operations during the 2027 evening
peak. Based on the results, we estimate that the Myall Street / Elm Street intersection will fail under
predevelopment traffic loads by 2023 / 2024.
By comparison, post development flows are expected to have a marginal impact on traffic operations at
this intersection. We estimate that the traffic generated by the subject development ‘brings forward’ the
need to upgrade this intersection by approximately one year.
The results indicate that the Myall Street / Elm Street intersection is expected to experience ‘excellent’
operations during the 2017 and 2027 Saturday peak periods under both pre-development and post
development traffic loads.

The main points to note are: it is proposed to redevelop the site to provide a retail supermarket comprising a total of 1,365m? GFA (with a ‘use area’ of 1,097 m’) vehicular access to the on-site car parking area is proposed from Garnet Street, with an additional access for service vehicles on Wimmers Lane a total of 76 parking spaces are proposed for the development (comprising 74 car parking spaces and eight motorcycle spaces), which meets the requirements of the Noosa Plan and is consistent with other relevant rates for retail use an on-site loading and refuse collection area is proposed that would enable an HRV to enter and exit the site from Wimmers Lane during evening peak hour operations, the proposed development is expected to generate 182 peak hour two-way vehicle movements (comprising 149 ‘new’ trips) with 222 (182 ‘new’ trips) predicted during the Saturday peak hour the Myall Street / Garnet Street / Maple Street roundabout intersection is expected to experience ‘excellent’ to ‘good’ levels of service, and operate within the GARID limits of acceptable limits for the post development scenarios while the Myall Street / Elm Street intersection is predicted to fail under predevelopment traffic loads by 2023 / 2024, the additional traffic generated by the subject development is expected to have a marginal impact, bringing forward the need to upgrade this intersection by approximately one year Recommendations Based on our analysis it is recommended that: the existing western driveway on Garnet Street is removed and the kerb and channel and concrete footpath reinstated an 18m wide driveway crossover be provided on Wimmer Lane to accommodate HRV entry and exit, as shown in Figure 3.2 cycle parking be provided (approximately eight spaces) for staff and customer use, located in close proximity to the supermarket entrance and in an area with a high level of casual surveillance P:\2014-15\15-228 GARNET STREET, COOROY\REPORTS\15-228 GARNET ST, COOROY TIA.DOCX 20
