These works will not involve the loss of any onsite parking spaces or impact on any driveways or manoeuvring areas as shown on any relevant land use approval. These works will not involve the clearing of any established vegetation within the site and does not involve any clearing of vegetation within the adjoining road. The proposal does not impact on streetscape due to a loss of any vegetated due to the established vegetation in the road between the site and the adjoining public domain Although the proposed water tanks are 2.4m high and the proposed enclosure for the two pumpsets 2.1 high, there is an existing solid wooden fence 1.8m between these works and the adjoining road. Assessment of Request The provision of upgraded fire-fighting infrastructure is known to be required where an existing use/facility is increased due to insufficient water pressure in the existing water supply services. It is also known that QFES requirements dictate where these upgraded services, generally being required to be located at a property frontage. In this instance the proposed changes are generally considered to be minor variations to the existing approval. The proposed fire hydrant pump room will not have a detrimental impact on the streetscape due to the extensive vegetation within the road reserve, noting that the upgraded infrastructure is to be located behind an existing 1.8 metre high fence and no established vegetation on site or within the road reserve is required to be removed. The following image details the vegetated road reserve which the structures are to be located behind: It is also noted that the proposed works do not result in the loss of existing on-site car parking. It is recommended that the application be approved and Condition 1 which details the table of plans be amended to include the new plans to read as follows: Condition 1 Development undertaken in accordance with this approval must generally comply with the approved plans of development. The approved plans are listed in the following table unless otherwise amended by these conditions. Plan No. Rev. The upgraded infrastructure is required as the existing water pressure does not provide adequate water pressure for fire-fighting purposes. The proposed change is supported on the basis that it provides suitable fire-fighting infrastructure, there will be no detrimental impact on the streetscape and existing car parking is to be maintained.
