Dear Sir/Madam
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	MCU18/0157
Street Address:	130 Eumundi Noosa Rd Noosaville Qld 4566
Real Property Description:	Lot 6 RP 173876
Planning Scheme:	The Noosa Plan (8 June 2018)
INFORMATION REQUIRED
The information requested is set out below:
Issue
The proposed car parking arrangement includes 5 sets of tandem spaces, insufficient landscaped setback between the front boundary and carparks 11 and 12, constrained scooter spaces and utilising of the loading area. It is considered that this arrangement is unsuitable and unlikely to be supported.
Information Required
Modified car parking arrangement which limits the use of tandem spaces to 1 set and addresses the constraints to the scooter parking and removes parking from the loading area. It is noted that some of these issues are also addressed at item 7.

Issue
The proposed plans detail use areas which change throughout the day, in part this appears based on the premise that the Industrial Use ceases at 4pm each day. It is not agreed that the Industrial Use ceases and accordingly assessment of the use areas and the associated car parking requirements requires reconsideration. It is also noted that the ‘retail’ area is limited to the western side of the bar; the retail area should reflect all areas from where the bar can be accessed. It is also unclear as to why the toilets are excluded from the retail use area.
The report submitted with the application refers to an ‘intimate’ retail bar experience. Based on the plans and this statement it appears that the retail sales area is actually an Entertainment and Dining Business. In this regard the sale of the manufactured product for on-site consumption does not constitute retail sales. Furthermore, depending on how the non-industrial use is to be utilised it could be considered that this area be an Entertainment and Dining Business - Type 3 Bar.
The plans also include a boardroom, considered to be of significant size in regards to the detailed number of staff, which is to convert into Entertainment and Dining use area after 4pm. This raises concern with the extent of non-industrial use for the site which is considered excessive.
Information Required
Re-assessment of use areas.
Use areas amended to reflect the car parking limitations identified at Item 1.
Additional details on how the non-industrial use is to be used and operated.
Issue – Functions/Events
No information has been provided on if, how many and when functions are proposed to occur and how car parking will be managed. It is also unclear as to the maximum number of people that will be catered for on site.
Information Required
Please provide further detail on the events including but not limited to the following:
when and how often events are likely to occur
how many people will be accommodated on-site
how is car parking for events to be managed
Issue
The plans include new roller doors to the western elevation. One of the doors provides access to new steps and a terraced garden area. It is unclear as to why these elements are required and it appears this provides for additional use area. It is also noted that works have commenced on the retaining wall on the western boundary, an existing Operational Works approval (18499 DA) requires that this area be landscaped and maintained at all times thereafter. Furthermore, from a preliminary assessment it appears that the wall exceeds the 990mm detailed on the plans.
Information Required
Clarification as to the purpose of the roller doors and the intended use of the terrace garden area.
Clarification as to how the commenced works comply with 18499 DA.
Clarification of the height of the ‘as built’ retaining wall.

Issue
No field survey plan and details are provided for the development proposal.
Information Required:
Provide detailed survey plan/s for the development site prepared by a suitably qualified person and must include:

All relevant existing structures, features, services and trees within the site including reduced or relative levels.
Details and levels for existing external features including kerb line, grassed verge, trees and services (eg power poles, stormwater pits etc).
Issue
There are concerns regarding the layout of the parking area, the vehicles manoeuvring on the site and the proposed tandem parking arrangement.
Information Required:
Provide updated information, details and/or plans to address the following:
Tandem parking spaces combining a visitor parking with a staff parking are unacceptable. Tandem parking spaces must be allocated for staff parking only, and should be limited to 1 set of tandem spaces. As such a visitor parked car or scoter must not block a staff parking space. Also, all visitor parking spaces, including scoters spaces, must be accessible and unobstructed.
The provided parking layout plans by Sparks Architects are inconsistent with the plans for vehicles turning by Complete Civil Consulting particularly in relation to location of scoter parking spaces and their obstruction to truck ingress movement.
Consideration to provide a short term parking space for taxis and/or customer pickup.
Assessment and consideration for potential for increased demand on visitors parking in festive sessions and special functions.

Issue
No details or indication for frontage works associated with the proposed development.
Information Required:
The plans for development proposal must include:

Any reinstalment works eg removing redundant driveway/s.
Any required alteration or relocating of existing service structures (eg stormwater pit).
A 2.0m wide concrete pathway along the frontages of the development site (Boiling Pot) to Venture Drive and Project Avenue including any required pram ramp/s and taking into consideration the preservation of existing trees.
Any proposed pedestrian access to the site.
