Information Request MCU20 0127
Officer: Patrick Murphy Direct Telephone: 07 5329 6436 Our Reference: MCU20/0127 OPW20/0211 Your Reference: 513 16 December 2020 Devcon Capital 9 P/L C/- Innovative Planning Solutions Pty Ltd PO Box 1043 MAROOCHYDORE QLD 4558 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU20/0127 OPW20/0211 Street Address: 11 Leo Alley Rd Noosaville Qld 4566 Real Property Description: Lot 252 SP 104257 Planning Scheme: Noosa Plan 2020 (25 September 2020) INFORMATION REQUIRED The information requested is set out below: Issue The submitted plans do not include sufficient detail on the driveway and access to the proposed development. Information Required Provide additional detail on the driveway and access to the proposed development. The detail must be prepared by a suitably qualified person; be generally in accordance with Council’s standard drawing RS-051 and respective addendum; and include but not be limited to: levels and grades of the access driveway; a longitudinal section extending from the centreline of the formation in Leo Alley Dr to the proposed development. Issue The submitted documentation proposes the construction of a number of soil retaining structures, including sheet pilling. Council has concerns as to the construction methodology for these works, namely the potential for property damage caused by vibration during construction and potential anchoring elements extending into neighbouring properties. Information Required Provide a construction method plan for these retaining structures that does not contemplate the use of vibration equipment (either for sheet pilling or soil compaction). Ensure that no structural elements, whether temporary or permanent, extend into neighbouring properties. Alternatively, provide neighbouring properties owners’ written consent, allowing to do so. Issue The submitted plans show retaining structures (namely proposed retaining walls RW1 and RW4) over an existing sewer line within a Unity Water easement. Information Required Provide Unity Water’s approval for the proposed works over and adjacent to the sewer line. Issue Plan C100, Rev C, named “Bulk Earthworks Plan”, dated 05/11/2020, prepared by Covey Associates, notes that the existing wall, along the northern boundary of Lot 253 MCH4539, is to be removed. No retaining alternative is proposed. Is also noted that development application OPW20/0098 contemplated the construction of a retaining wall along this boundary (i.e. RW1). Information Required Provide amended plans detailing, but not limited to, the following information: proposed retaining structure (material foundations, etc.), ensuring that no works are undertaken on the neighbouring property; a section plan indicating the location of the walls and foundations in relation to the property boundary and finished floor levels; the structures required to collect and convey existing overland flows that are impacted on by the construction of the retaining structure; any fencing to be installed on top of or beside the retaining structure; the location of any services, above or below ground, adjacent to the proposed retaining structure. Issue The travel path for a MRV, shown on Plan 3137-DA02, Rev 07, named “Site Plan – Ground Level”, dated 05/11/2020, prepared by Blackburne Jackson, indicates clashes with corners of proposed unit 21, the façade of proposed unit 12 and carparks numbered 28-30. The travel path does not indicate how the MRV is to exit the site, specifically make a left turn in-between proposed units 16 and 17. Information Required Provide an amended plan, prepared by a RPEQ, detailing the full travel path of a MRV entering and leaving the proposed development, confirming that there are no clashes with the proposed buildings, car spaces, etc. Issue Submitted plan C001, titled “Stormwater Management Plan”, Rev D, dated 05/11/2020, prepared by Covey, indicates a bin wash down area noting the following: “Ensure no external stormwater flows to the bin wash area. System to also be connected to sewer.” Information Required Provide a plan showing how stormwater will not enter this area, including details of sewer connection. Issue Biobasins. The biobasins include retaining walls which can cause issues with flow short-circuiting. The general direction of site grading and size of bioretention systems is unchanged from the previous application. However, levels are now far tighter between the building FFL and bioretention hydraulic structures. Information Required Update sections which involve bioretention and retaining walls to include either Solution 1 or Solution 2 details from Figure 33 of the Bioretention Technical Design Guidelines (Water by Design, 2012) The new design has only 350mm level difference between the bioretention overflow pit crest and the adjacent building FFL and only 250mm level difference to TOW. Clarify what are the water levels in the bioretention basin for the 1%AEP event under design blockage conditions and under severe blockage and demonstrate that adequate freeboard to the building FFL is achieved in the design case and no building inundation occurs in the severe case. Issue The Carparking and Driveways Code requires the provision of a minimum of 8 motorcycle spaces and 9 bicycle spaces. The plans detail 6 motorcycle spaces and 6 bicycle spaces, it is noted that the report makes reference to bicycles being parked within the buildings. The code also requires: Where five or more bicycle parking spaces is required, end-of-trip cycle facilities are provided at the following rate— one locker per two bicycle parking spaces; and one shower cubicle with ancillary change room per ten bicycle spaces or part thereof. Information Required Plans which clearly demonstrate the provision of the minimum number of motorcycle and bicycle parking spaces. Details of locker and shower facilities in compliance with the code. Issue The requirements for Building Design and Streetscape are detailed at Performance Outcome PO11 and the associated Acceptable Outcomes. The elevation plans lack detail with respect to the materials and colour of the proposed developments surfaces. It is noted that renders for part of the development have been provided. Information Required Elevation plans to detail the colours and materials of all surfaces which comply with Performance Outcome PO11 and the associated Acceptable Outcomes. Issue Landscaping: The previous development approval for the site, MCU19/0075, included a pad mount transformer at the front of the site, the current application does not detail the location of a pad mount transformer. Information Required Clarification as to whether a pad mount transformer is required. If a pad mount transformer is required amended plans which provide for additional planting to offset the area required for the pad mount. due date for response to information request The due date for providing the requested information is 16 March 2021.
